Website and telephone payments Sunday 19 May
Our website and telephone payment systems are unavailable between 9am and 2pm on Sunday 19 May. You will not be able to pay for any council services on our website or over the phone during this time.
Our new Local Energy Advice Demonstrator (LEAD) scheme provides home energy advice to residents.
Worried about rising bills, staying warm in your own home and lowering your carbon footprint, but don’t know where to start?
Our LEAD scheme will provide you with a clear home energy plan - showing you how to make improvements to your home to reduce energy use and make your house more comfortable to live in.
The scheme is currently being delivered to certain neighbourhoods within North Yorkshire:
Households in these areas will be offered a home survey and a free home energy plan which will include:
As part of the survey, a Retrofit Co-ordinator will identify your home retrofit priorities and advise on how you can progress your home energy plan further if you wish to.
The plan will provide you with information that will enable you to choose the most cost-effective way to make the necessary improvements outlined in your plan. You may be eligible for further funding to help you pay for retrofitting; the retrofit assessor will discuss these with you.
To benefit from this scheme, you must:
If you are not eligible for this scheme, do not worry, as you could be eligible for another scheme. Our website has more information about the different energy schemes available.

After completing the online form, an assessor will contact you to discuss your application and arrange an appointment for a property assessment. This will take place during business hours between Monday and Friday.
The assessment can take up to two hours, however, this will depend on your property. Please ensure that someone over the age of 18 is at the property during the visit.
The assessment will be non-intrusive; however, the assessor will need access to all rooms in your property, including the loft if you have one. Photos and measurements will be taken of your property to assess its condition. You will also be asked about your energy usage.
This scheme is delivered in partnership with Align Property Partners, Climate Action Stokesley and Villages, Zero Carbon Harrogate, the York and North Yorkshire Combined Authority and Net Zero’s North East and Yorkshire Hub.
This project is funded by Tees Valley Combined Authority and the UK government through the UK Shared Prosperity Fund.
