Councillors - allowances

We operate a members' allowances scheme, an extract of which is shown below. The scheme was last reviewed by the county council in February 2013, in respect of 2013-14.

Copies of the members allowance scheme and the record of payments made under it can be downloaded from this page. They are also available for inspection at County Hall in Northallerton, during office hours.

Basic allowance

The basic allowance for all members of the council is £8,994.

Special responsibility allowance

The special responsibility allowance is paid to certain members of the council as follows:

Travel and subsistence allowance

Travel and subsistence allowance is paid to members as follows, in respect of approved duties. Details of these duties are included in the full members allowance scheme, which forms part of the constitution and are also attached as appendix 1 to the pdf icon notes of guidance - allowances to members 2014-15 [232kb] document. The scheme aligns the rates to those payable to county council officers. Should officers rates be reviewed during the year, any change will be reflected in the rates payable to members from the operative date of the review.

Car allowances

  • Up to 10,000 miles per annum - 42p per mile (this increased from 40p per mile as of 1 September 2013) 
  • Additional miles in excess of 10,000 per annum - 25p per mile

Rail and air travel

Reimbursed at cost.

Subsistence allowances

Actual expenditure up to a maximum of:

  • Breakfast - £6.50
  • Lunch - £9
  • Tea - £3.50
  • Evening meal - £11
  • Overnight - £76.50
  • Overnight (London) - £110
