Highways and transportation
The highways and transportation service unit forms part of the business and environmental services directorate. The unit provides a wide range of services delivered from County Hall and from seven area offices.

Highway services are delivered through three units: - Network strategy unit
- Highways operations unit
- Commercial services unit
Highways and transportation is the main service unit of the County Council responsible for the delivery of transport improvements and maintaining the transport infrastructure in North Yorkshire. In fulfilling this role highways and transportation work closely with the integrated passenger transport service unit. Integrated passenger transport lead on all matters related to passenger transport including buses, community transport and liaison with the rail industry. The highways and transportation service is used by 100% of residents in, or visitors to, North Yorkshire every day. Whenever anyone leaves their property the use the highway (footway or road), every time anyone in the county uses electricity, gas, water, a telephone or the internet they use a service which is buried in the highway. The highways and transportation Service consists of three units with a total of around 250 posts.
Network Strategy is mainly based at County Hall in Northallerton and is responsible for the development and co-ordination of transport strategy, policy and planning. This relates to both transport improvements and network management and maintenance. Responsibilities include; land charge searches, road safety publicity, training and education, scheme identification & design and the school crossing patrol service to name but a few. Highway Operations are mainly based in the seven area offices and are responsible for the implementation of highway improvement and maintenance schemes, winter maintenance and liaison with the public at a local level. Responsibilities include; Emergency response, local road safety, operation of Swing Bridges at Selby. Commercial Services Unit is based at County Hall and manages the Highway Maintenance Contract and the Engineering Service Contract. The function of this unit includes: Co-ordinating work ordered by the District Councils, National Parks and others; provide strategic procurement advice and undertake performance management including reporting on KPI's.
