What if there is barbed wire or an electric fence across a public right of way?
There should never be exposed barbed wire or electric fences across a public right of way without an adequate means of crossing.
It is an obstruction to the right of way and a nuisance and a danger to members of the public wishing to use the right of way. Electric fences should have warning signs at the point where they cross a right of way to advise people that the fence is electrified.
