Council housing - home modernisation

All Councils have been set a target of raising the standard of all its properties by the year 2010 by the Government in England and Wales or by 2015 by the Scottish Executive in Scotland . Improvements should include double-glazed windows, replacement kitchens and bathrooms, updated heating systems.
