Roads - street parties![]() The County Council encourages events in the County that boost the life experience of its residents. If you are planning to hold a street party or larger public event it is important that you check with the County Council and District Council well in advance if any licences or temporary road closures are required.

Organising small, private street parties is simple and providing alcohol is not sold and entertainment is not provided, licences will not be needed. If you want to have a pay bar, intend to provide entertainment to the wider public, or charge to raise money for your event, you will need a Temporary Event Notice which is a type of temporary licence available from the District Council. A larger event or a street party proposed on a through road (road which may access other streets) will require a more detailed process (see the North Yorkshire County Council events planning protocol below) requiring you to provide a traffic plan, detailed risk assessments, public liability insurance and arranging for a contractor to temporarily sign diversion routes. We can still process this, however the extra consultation will result in us requiring more time and if public advertisements are required then the charge will be more for this. Registered charities and not-for-profit organisations are exempt from this charge, however where a road closure incurs advertising costs the County Council reserve the right to recover these costs from the event organiser. If you live on a cul-de-sac ...If you would like to hold a street party, Before we can give permission we do need to check if there are planned works in your street; perhaps the road is to be resurfaced or maybe the water company are planning to re-lay the mains. We will check this and let you know. If you don't live on a cul-de-sac ...If you don't live on a cul-de-sac but you would still like a street party, we would prefer you to arrange your party somewhere away from the street, perhaps a nearby field, car park or a church/village hall. However, if you feel that there is no other location for your party we may still agree to close the road temporarily for you but the traffic using your street will need to be diverted around it. A formal diversion route will need to be agreed and signs posted on the diversion route by an accredited traffic management company who have the required signs and have staff trained to work in the road. If a temporary road closure is required we will need further information from you including adequate insurance, a traffic plan and a risk assessment. There is a legal requirement for consultation and advertisement which means that we need to know a minimum of 10 weeks in advance of your closure. In this case
