A19 / A63 Barlby Roundabout improvement - Selby

This junction is currently a staggered crossroads on the main route of the A19 between York and Selby.

A19/ A63 Barlby Junction The staggered junction legs include the A63 on the eastern side of the A19 to Howden and ultimately Hull. On the western side the road links into the centre of the village of Barlby.

The junction was originally built in 1987 by the Highways Agency.

While the Highways Agency were the highway authority for the A19 and A63 they made a commitment to improve the junction as it had an ongoing poor accident record. Following a national program of detrunking the non-core trunk road network these two roads became the County Council's responsibility in April 2009. The County Council is now fulfilling the Highways Agency original commitment by constructing a roundabout at this location.

In a 24-hour period the A19 carries around 17,281 vehicles (Monday, 9 January 2012), with this being split between 8,709 vehicles in a southbound direction and 8,572 vehicles in a northbound direction. The A19 southbound has traffic peaks of 750v/hr at 8am and 901v/hr at 4pm and in the northbound direction has traffic peaks of 979v/hr at 7am and 745v/hr at 5pm.

Similarly in a 24-hour period the A63 carries around 7,446 vehicles (Monday, 9 January 2012), with this being split between 3,663 vehicles in a westbound direction and 3,783 vehicles in a eastbound direction. The A63 westbound has traffic peaks of 444v/hr at 8am and 276v/hr at 5pm and in the eastbound direction has traffic peaks of 263v/hr at 8am and 435v/hr at 5pm.

Traffic management options

OPTION 1 (duration: 22 - 24 weeks)

Phase 1:

  • A19 two-way traffic reduced speed contra-flow;
  • Traffic from the A63 west bound A19 southbound only;
  • All other movements to and from the A19 / A63 to use Greencore roundabout or follow the diversion on the A163 through Cliffe; and
  • Highfield View junction closed.

Phase 2:

  • A19 single lane reduced speed southbound traffic;
  • Northbound traffic diversion York Road, Barlby;
  • Traffic from the A63 west bound A19 southbound only;
  • All other movements to and from the A19 / A63 to use Greencore roundabout or follow the diversion on the A163 through Cliffe; and
  • Highfield View junction closed.

Phase 3:

  • A19 single lane reduced speed southbound traffic;
  • Northbound traffic diversion York Road, Barlby;
  • Traffic from the A63 west bound A19 southbound only;
  • Southbound traffic on the A19 will be able to turn left onto the A63 to head eastbound; and
  • Highfield View junction closed.

Phase 4:

  • A19 / A63 road closure (ten weeks).

Local traffic diversion

  • A19 northbound and southbound traffic diversion York Road, Barlby.

HGV diversion

  • A19 southbound diversion will be A163 → Cliffe → A63 → Howden → M62 → Goole → A645 → A1041 → Selby → A63 (Selby bypass) → A19; and
  • A19 northbound traffic diversion will be (Selby A63 bypass) → A1041 → A645 → Goole → M62 → Howden → A63 → Cliffe → A163 → A19 in the opposite direction.

OPTION 2 (duration: 32 - 36 weeks)

Phase 1-3:    

  • The programme for traffic management and diversions for local and HGV's for the roundabout construction would be the same as Option 1.

Phase 4:

  • Two week full closure A19 / A63 at the junction to complete the surfacing.

Diversions

  • As Option 1, Phase 4.

The decision on which option for the traffic management will be made in September 2012. Once the decision has been made the option will be communicated through an update to this webpage. We will also inform the parish councils of the decision taken.

Update January 2013
The £1.8m junction improvements at the A19/A63, which will involve the construction of a 70 metre diameter roundabout with associated kerbing, drainage, surfacing, signing, lining, landscaping and utilities diversions, were due to start in January. The scheme has been delayed, though a contract for the works is about to be awarded. In the meantime pre-works will begin on 4 February 2013.  This will involve repositioning power cables ready for the main works to begin.

Update February 2013
The contract for the scheme has now been awarded to Jackson Civil Engineering Ltd. The works are programmed to start on 25 February 2013 and will last for 22 weeks. The full road closure will start on 11 March 2013 and will last for 10 weeks. A signed diversion route will be in place throughout the closure and whenever there is traffic management at the junction.

Update April 2013

Statutory undertaker diversions, BT and Yorkshire Water services are complete.

One of the largest elements of the project is the drainage which is on programme with manholes and catchpits in place and filter drains nearly complete.

There has been a start this week on the ground work sub formation and additional resources, a 3rd gang have been drafted onsite for preparation and installation of the kerbing, so the roundabout / junction will begin to take shape.  Spoil from the excavation work is being used to build up the mound for the roundabout

Ducting for the electrical supply for street lighting / illuminated signs is being laid so the columns / sign posts will soon be visible.

The scheme is on schedule for Tarmac to arrive beginning of May to lay the surface so the A19 / A63 junction will be functioning by the end of the road closure period and any remaining work being completed with traffic managed by temporary signals.
