School fundingLocal authorities are required under Section 52 of the Schools Standards and Framework Act 1998 to prepare and publish a budget statement at the beginning of each financial year. These budget statements are the prescribed means of informing schools and the public in general about the funding plans of the local authority.
The format of the Section 52 budget statement is set nationally by the Department for Education (DfE), and statements are subject to verification by the DfE. An explanation of the tables is given below. All local authorities are required under Section 251 of the Apprenticeships, Skills, Children and Learning Act 2009 to prepare a budget statement before the beginning of each financial year. These budget statements are the prescribed means of informing schools and the public in general about the funding plans of the local authorities' children and young peoples service. The North Yorkshire schools forumSchools forums were established under the Education Act 2002 to provide schools with greater involvement in the distribution of funding within their local authority and to act as a consultative and advisory body in relation to school funding. Regulations prescribe three main functions upon which the local authority must consult its schools forum. These relate to changes to the schools funding formula, the terms of contracts to be let by the local authority for services to schools and paid for from the schools budget (subject to a de minimus level) and on issues relating to the management of the schools budget.
