What are these services?

Commercial waste - disposal sites

North Yorkshire County Council provides facilities to accept certain types of commercial waste at Harrogate (Stonefall) and Northallerton (Yafforth Road) household waste recycling centres. This service is chargeable and there are reduced charges for recyclable materials.

What is commercial waste?

For the purpose of using household waste recycling centres, commercial waste is waste arising from:

  • a commercial organisation
  • a business
  • a trade
  • a person's employment
  • a village hall
  • a place of religious worship
  • an educational establishment (exception may be given to recyclable material where no alternative disposal is available)
  • non-residential caravans
  • excess construction and demolition waste delivered by residents.

When is commercial waste accepted?

Commercial waste will only be accepted on a weekday (Monday to Friday) with the exception of Bank Holidays.

All sites are closed Wednesdays and also on 25 and 26 December and 1 January.

What you need to do when using household waste recycling centres that accept commercial waste

Any vehicle delivering commercial waste must be registered with us and a proof of registration pass must be displayed. For further details please read the pdf icon household waste recycling centre user guidance [690kb] [pdf] and registration leaflet.

Why do we charge for commercial waste?

Commercial organisations pay what are known as 'national non domestic rates' for their premises. These rates do not include the collection, reuse, recycling or disposal of waste or for the provision of household waste recycling centres. The charge we make for the recycling or disposal of commercial waste is based upon the cost to North Yorkshire County Council, which varies depending upon the amount and type of waste you deliver.

Ensuring household waste recycling centres are used appropriately

To ensure household waste recycling centres are being used appropriately we are installing an automatic number plate recognition (ANPR) system which is linked across our sites. This allows us to monitor vehicles using the household waste recycling centres and may also help in the event of any complaint or dispute.

VAT on commercial waste charges

Her Majesty's Revenue and Customs contacted all councils at the beginning of February 2011 to tell them that the rate of VAT charged for commercial waste should be immediately reduced to zero. This means that we will no longer charge VAT for commercial waste delivered to North Yorkshire County Council's household waste recycling centres for recycling or disposal.

Recycling charge:
Paper, cardboard, tins, scrap metal, soil and rubble, glass, wood, green (garden) waste, and textiles.

Disposal charge:
Waste that goes into the general waste skip which then goes to landfill.
