Street parking - enforcement and fines
On Street Parking Restrictions are introduced broadly for the following three main reasons:
1. To ensure traffic and pedestrian safety. An example of this would be near to junctions, where parked cars can obstruct sightlines and turning movements particularly for emerging traffic. 2. To ensure traffic flow and examples of this would be narrow roads or streets where parked cars would obstruct the free and safe flow of traffic or at other locations where access is required, often for emergency or delivery vehicles 3.To help ensure a turnover of parking opportunities. An example of this would be in a town centre or shopping street where short term parking is required for short visits to shops offices etc. On Street Parking restrictions are enforced by Traffic Wardens employed by the Police except in Harrogate and Scarborough where Civil Parking Enforcement operates and the Borough Councils employ Civil Enforcement Officers fulfil this function Under Civil Parking Enforcement there are two different levels of penalty charges to differentiate between more significant offences such as parking on double yellow lines, which attracts the higher charge for £70, and offences such as overstaying on a limited waiting bay, which attracts the lower charge of £50. These charges are discounted by 50% if paid within 14 days.
