Roads - closures and diversionsNorth Yorkshire County Council can authorise road closures and diversions permanently, through a 'stopping up order' or temporarily, for example to allow road works or to ensure an event can take place safely. The Police can also close roads for public safety reasons.
There are many reasons why a temporary traffic restriction or road closure may be needed. Any works on the public highway involving either a road closure or traffic to be restricted will require a Traffic Regulation Order (TRO). A TRO is a legal document which allows roads to be closed or traffic restricted to enable works on the public highway to be safely carried out.
