Residential parking zones and permits

View details of residents' parking zones and apply for a permit.

Residents' parking zones help people living in areas where there is high demand for on-street parking, such as town centres or near large employers.  

They give residents priority, but do not entitle residents to their own parking space or guarantee a parking space at all times. 

Residential parking zones are set up to discourage commuter and long-stay parking in areas where parking is at a premium. 

There are 10 residents' parking zones in cities and towns across North Yorkshire: 

  • Harrogate 
  • Knaresborough 
  • Ripon 
  • Pateley Bridge 
  • Scarborough 
  • Whitby 
  • Thirsk 
  • Bedale 
  • Northallerton 
  • Richmond

You can apply for a residents' parking permit from our parking permits section. 

Setting up a new residents' parking scheme 

There is currently no funding allocated to assess or implement new residents' parking schemes. Any proposed schemes would need to be assessed, implemented and fully funded by a third party. 

Petition about parking restrictions

We have a parking petitions scheme which allows anyone to raise a petition about the parking restrictions in place for a specified location.
