We are proud of the successful track record we have here at North Yorkshire County Council. We are rated highly in inspections and consistently appear amongst the top scoring County Councils in the country. The recent independent Local Government Association (LGA) peer review was one of the most positive reports they had ever written: ‘North Yorkshire County Council (NYCC) is a very good council – its services are highly regarded and the peer review team witnessed areas of excellence… [it] has a clear understanding of the challenges and the opportunities that the county council and the county face.’
We also have a good story to tell when it comes to value for money and I think we remain well placed to stay there – what we do, we do well. However, this never gives way to complacency; the current challenges facing the public sector requires innovative solutions.
We have a legacy of strong financial grip, delivering balanced budgets that protects frontline services while making sure that we are in good shape to deal with present and future priorities, we remain optimistic and ambitious. This ensures that we are well placed to deliver excellent service for the many communities of this great county. We put the customer at the heart of all our services; and we are working to make it possible for them to self-serve and make choices.
Sound strategic financial management, a grip on organisational performance management, astute commercial procurement, maximising the return and potential of our estate and ambitious commercial growth are key enablers to many of our changes and fundamental to our success in the future; this role will lead on these key business priorities. The impact and influence of the role should not be under estimated.
This role will form part of a strategic resources leadership team, providing the opportunity for the post holder to lead, shape and influence key stakeholders to maximise its impact.
We need an assistant director strategic resources with vision, leadership and the drive to meet and deliver the challenges head-on as well as someone who can work successfully with senior management, take key stakeholders with us. Someone who will be instrumental in growing our commercial agenda and help us realise our ambition to be the leading public sector provider of services to the education sector.
NYCC is well under way in delivering an ambitious transformational change programme to fundamentally realign the council in the face of significantly reduced funding levels, and improve service and outcomes for the residents, communities and visitors to North Yorkshire. The only way to address the magnitude of the challenge is by an equally ambitious programme of change.
You will be the lead officer for a range of resources and act as the corporate director of strategic resources agent within children and young people’s service. The post also has a portfolio of work to deliver across the council. The specific portfolio will depend on your strengths and experience but could potentially be one of procurement, property or performance. This is not a typical Finance role and is not for the faint hearted but the rewards will be high for the right person.
We are looking for someone with a proven track record in financial leadership and who is able to lead, deliver strategic vision, influence strong performance management and have an innovative, commercial approach.
