Finance opportunities - meeting the challenge in North Yorkshire

  • We are looking for finance professionals to help us continue to develop our expanding service.

Welcome

North Yorkshire is a great county with people and businesses who are proud to live here, proud of what they do and of who they are; the people who work for and represent the county council are just the same. We are passionate about the place that we work in and the people for whom we work. We are proud about what we have achieved as a council; confident about the services that we provide and ambitious for the future even through the difficult times of austerity.

We currently have opportunities for you to work in the finance team within a high-performing council during an exciting time. We have been transforming the way in which we offer financial services to budget managers and external customers.

As winners of ‘public services finance team of the year’ at the 2018 Yorkshire Accountancy Awards,  the finance team provides a centre of expertise in commercial work and financial modelling, and we contribute to the council’s commercial agenda by supporting services to be commercially aware and identifying opportunities for us to generate additional income streams.

One of the greatest challenges we have is to deliver a balanced budget that protects frontline services, whilst making sure that we are in good shape to deal with present and future priorities. We have simplified and standardised many of our processes and ways of working across the council and shared these with our partners. We know we need to make even more changes. Our approach to this is to keep our customers at the heart of all our services and to make it possible for them to make choices and to self-serve in accessing many of our services

If you have the desire and dedication to work and develop your career finance, we would like to hear from you.

Thank you for your interest in these posts and we look forward to receiving your application.

Kind regards,

Gary Fielding

The finance team provides financial advice and support across the county council, as well as to other partner organisations including Selby District Council, Ryedale District Council and North York Moors National Parks Authority. Compared to more traditional accountancy roles, these positions will give you the opportunity to be an enabler to managers, whilst influencing and challenging as appropriate. You will be an ambassador for customer self-help as you support budget managers to monitor and manage their own budgets through maximising technology and delivering efficient services that add value.

These posts provide opportunities to work across fields of accountancy including:

  • Financial planning, budget support and projects to internal and external clients;
  • Strategic planning;
  • Projects;
  • Commercial;
  • Technical and capital including treasury management;
  • Schools and early years;
  • Pensions.

You will support a wide variety of front-line services, including children and young people services, health and adult services, business and environmental services and central services. We also provide services to schools and early years providers as well as external customers including the North Yorkshire Pension Fund and an increasing number of commercial companies.

You may have experience in any of the above fields in accountancy and have a broad skills base; equally we are interested in hearing from you if you have specific skills relating to, for example:

  • Schools’ and early years’ funding process and managing the financial governance arrangements for local authority maintained schools;
  • Providing a business partnering role and budget management support;
  • Commercial finance – include cost accounting, pricing, financial modelling, preparation of commercial management accounts and margin analysis;
  • Finance support to projects including transformation and change projects;
  • Preparation of public and private sector accounts.

What our staff say

We are very lucky to have a team of dedicated and skilled employees who all work hard to help us make our service what it is today. We are always keen to hear about their thoughts on working within our finance team; here is what they had to say about their roles at NYCC…

“For me there are three great reasons to work for NYCC. First, is the incredible variety of work, in finance we support all the services the council provides, which may include providing financial advice and training to social work teams or projects to build bridges, setting up commercial companies (which is my current role) and ensuring Children’s Centres are able to fund and forecast their budgets. Second is the flexible working, NYCC is committed to modern ways of working and genuinely supports its staff in a variety of work patterns, including flexi time and opportunities to work from home, which really helps me mix work and home life. And last but definitely not least is the people, NYCC is without doubt the friendliest place I have ever worked (and with all the variety of professions there is always someone I can go to for advice!)”

“During my time with NYCC, I have been able to take opportunities to work within different areas of finance. My role at times has been challenging, but this is outweighed by the job satisfaction I get.   I currently support budget managers within two directorates as well as managing the Finance enquiry service. The main reasons that I enjoy working for NYCC are: the support received from colleagues is better that any other employer I have worked for; everyone is friendly and very supportive; the flexibility and holiday allocation allows me to indulge in my favourite hobby which is travelling. Lastly but no less important is the fact that new opportunities for further development are always available”

We hope that this information has given you a feel for what our finance team could offer you. If you are interested in any of our positions then we would love to receive your application. We look forward to hearing from you!
