Shape the future of adult social care across North Yorkshire

Welcome and thank you for your interest.

We are looking to appoint to the pivotal position of Head of Social Care Provider Services, who will lead and further transform directly provided Adult Social Care Services.

North Yorkshire is a great county with people and businesses who are proud to live here, proud of what they do and of who they are; the people who work for and represent the County Council are just the same. We are passionate about the place that we work in and the people we serve. We are proud about what we have achieved as a Council; confident about the services that we provide and ambitious of the future.

Where other authorities have outsourced all of their provider services: given the size and scale in North Yorkshire we are committed to directly providing services alongside commissioned services; to ensure that our residents have high quality, outcome focussed support and choice, in particular for those with the most complex needs.

Our vision is for North Yorkshire to be a thriving county, which adapts to a changing world and remains a special place for everyone to live, work and visit.

A fundamental part of achieving this vision is ensuring that we meet our ambition for our Health and Adult Services directorate - where every adult has a longer, healthier and independent life.

In order to meet this ambition, we must deliver on our key service priorities:

  • Prevention - supporting people to live longer, healthier lives, independently in their own homes by preventing, reducing and delaying the need for longer-term social care services.
  • Extra Care and supported housing - expanding the scale and scope of the programme to provide opportunities for more people in different parts of the county to live more independently and to provide wraparound health and social care services to support the discharge to assess pathway.
  • Strength-based approach - embedding the approach to work with people to help them draw on their strengths and assets, including what others around them, in their relationships and their communities, are, or could be, doing to support them.
  • Integration - working with the NHS to develop integrated models of commissioning and service delivery in each area of North Yorkshire, to ensure that the people of North Yorkshire have a cost efficient, effective and joined up health and social care provision.
  • Care Market - working with a range of organisations from the health, independent and voluntary sectors to develop a sustainable, diverse and innovative care market that meets the varied needs of the people of North Yorkshire and ensures quality and dignity for all.
  • Workforce - ensuring social care teams have a full complement of staff with the right mix of skills and experience to fulfil the roles required for the new delivery model to operate effectively.
  • Technology - exploiting opportunities for the innovative use of technology to support people to maintain their independence and wellbeing.

We are a high performing authority with a reputation for delivering high quality services. Proud of our successful track record as a leading care service provider, we consistently appear amongst the top performing County Councils in the country, with over 97% of our inspected locations rated as 'Good'.

You would be joining us at a pivotal time for both North Yorkshire and the County Council's development, as we take forward our plans and worm with partners to develop a distinctive public health and adult social care agenda.

Far from complacent, we are hungry to achieve more. Our success provides the foundation for a new Head of Social Care Provider Services to make their mark. Supported by a strong, ambitious leadership team, this is a unique opportunity to shape the future of our services, through sustainable and transformational change.

We have resolute commitment to in-house provision, and given the demographics of North Yorkshire and increasing demands on our service, this is a long-term commitment.

Whilst Yorkshire is wonderfully diverse and with this comes great opportunity, variety and scale this conversely brings complexities and of course key challenges, which we strive to overcome; delivering you career opportunities.

There are significant challenges in delivering high quality, accessible, equitable services across this large geographical area and its dispersed population. We need to continue to embed personalisation, modernise services and achieve the benefits for developing closer working with NHS and provider partners.

Demand for public services is growing as people live longer and the number of people with complex and long-term conditions, such as dementia, increases. People who are 65 years old and over make up 24.7% of our population. This compares to 18.4% in the population of England as a whole.

Integration and partnership working are key to overcoming some of the challenges and delivering high quality care services in the most effective way.

We are looking for someone like you with the vision, leadership and the drive to meet challenges head on, with the ability to work successfully with key stakeholders and take managers and staff with us; have a strong performance focus to realise our service imperatives.

We are looking for a strategic leader to help us to realise our ambition by delivering a truly integrated, collaborative and supportive local health and social care system.

As we build back better services post COVID and adapt to the future needs of social care; in many ways, we are at the start of a journey, presenting you with an exciting prospect to shape, lead and influence our service.

Building on the strong reputation of North Yorkshire County Council, this is a unique opportunity for someone to further develop their career, with a relentless focus on delivery and performance, with strong leadership, talented teams and well-developed partnerships. Previous post holders have progressed into Assistant Director and Director roles.

If you have the vision, leadership, and the drive to meet our challenges head on, we look forward to receiving your application.

We encourage further conversation regarding the role.

To arrange a conversation please contact our recruitment partner Lauren Mosley Resourcing Solutions initially on 01609 533113 or email lauren.mosley@northyorks.gov.uk.
