We are looking to appoint to the pivotal position of Joint / Executive Head of Service who will lead the management and development of Adult Learning Services for North Yorkshire County Council and City of York Council.

The brief for this new post is to take two services, already rated 'Good', to the next level. Responsible for a combined budget of around £8m, the successful candidate will drive innovation that has positive impacts for learners across the county.

Our services have a major role in enabling residents across the county to achieve the best they possibly can and benefit from our thriving economy. Key priorities for the two services are on developing core skills and skills for employment as well as supporting health and wellbeing.

Vacancy: Joint Head of Service - Adult Learning and Skills York and North Yorkshire
Salary: SM2 - £57,933 to £66,000 p.a.
Contract: Permanent
Location: York / Northallerton

You are innovative and forward thinking, with the ability to identify new opportunities. Overall, you will display strong commitment to the safeguarding and welfare of children, young people and adults.

You will have the following skills and experience:

  • An exceptional track record of raising standards and delivering an outstanding service within a local authority, college or training organisation;
  • Experience or understanding of SEND and local delivery, including working with sub-contractors in non-traditional adult learning settings;
  • Substantial experience of adult learning, including an understanding of the challenges and context for local community delivery;
  • Demonstrable strong influencing and interpersonal skills to enable working with a wide variety of different people, especially in building partnerships which are mutually beneficial;
  • Experience in providing effective and visible leadership and embracing an agreed vision and culture;
  • Successful management of significantly large and complex budgets, including managing income streams;
  • Committed to public service with successes in partnership working, improving services to residents and the quality of life for communities; and
  • Strategic planning, policy development and implementation.
