Local plan - district and borough councils

Local plans for residential and certain business developments are prepared by district councils.

District and borough councils, and national park authorities, prepare Local Plans to set-out the policy framework for all development except for minerals and waste matters across their area, with policies balancing housing and business development with wider environmental considerations.

The county council comments on any cross-boundary issues presented by local plans through the "duty to co-operate" between local authorities in plan-making.
