We are looking to appoint an outstanding business leader as Chair to lead our strategic vision of continuous and sustainable commercial growth. You will be joining the Board at what is an exciting time.

To be successful in this role you must be an accomplished, commercial business leader with substantial Board-level experience. Although wholly owned by North Yorkshire County Council, first and foremost NYnet is a commercial business; it is crucial that the Chair continues to enhance the commercial strategy and culture.

Whilst we are proud of our commercial success, NYnet has strong social value; the services we deliver are crucial for economic development, business growth and community strength and our shareholders reinvest profit into essential public services. NYnet delivers connectivity to the whole of North Yorkshire and beyond, including our rurally isolated communities. Providing public sector organisations and business communities access to vital services to support independence, wellbeing and the ability to thrive.

The ability to understand and navigate both private and public sector is essential; forging influential strategic relationships, strong business connections and raising the profile and reputation of NYnet is key.

We are looking for an individual whose business acumen and understanding of the regulatory framework will enable them to critically appraise NYnet’s performance and their leadership team’s success, ensuring issues are effectively identified and resolved, whilst achieving ambitious strategic objectives.

NYnet Ltd is 100% owned by North Yorkshire County Council. Based in Starbeck, near Knaresborough, it employs sixteen people and has annual sales approaching £5 million. It delivers significant shareholder value that is reinvested into public services.

The company does two things:

First, it is a provider of high-speed, high-volume broadband to very large consumers of broadband services. Frequently this is a retail relationship with institutions in the public sector – notably the Local Authorities, the NHS and Schools. The company currently supplies over 70% of North Yorkshire’s public sector requirements. It also has a number of private sector customers such as business parks sold to on a wholesale basis. It does not provide retail broadband services direct to individual households. NYnet is seeking to expand its services to customers well beyond the North Yorkshire boundaries.

Second, NYnet is the county council's delivery partner in its campaign to bring better broadband to more remote communities within North Yorkshire. This work involves securing central government and European funding and managing the procurement process for the letting of contracts to build the infrastructure and then provide services from it. Approximately 90% of North Yorkshire households have already been given superfast broadband access on this basis. Contracts for the first two phases of “Superfast North Yorkshire” were won by BT. The contract for Phase Three is currently in the final stages of procurement.

As a wholly-owned subsidiary of NYCC, NYnet forms part of the Brierley Group - the organisation through which the Council manages all its commercial undertakings.

Accreditations

Accreditations include ISO 27001, ISO 9001 and (significantly) CAS(T). It is also authorised for the handling of Official Data.

NYnet are seeking a Chair to act as an ambassador for our leading network provision and support us through our next steps of growth, whilst meeting the growing demand to deliver superfast connectivity across the rurally isolated communities, public sector organisations and businesses of North Yorkshire.

Our organisation has established itself as a leading network provider, offering a high capacity fibre network to North Yorkshire and surrounding areas. The company continues to grow in financial value and area coverage. With an annual turnover amounting to £4.9m we are well on track with overall company targets and more importantly ensuring that the communities of North Yorkshire have network connectivity to access vital services and for economic growth. NYnet has developed a reliable reputation providing a bespoke service to commercial and public sector organisations (including local authorities, health organisations and schools). We are seeking a Chair who will support and challenge to encourage the provision of a quality service for these contracts, as well as our increasing our customer base. This is a great opportunity for a successful business leader with expert commercial knowledge and the ability to navigate public sector nuances.

As a Chair of NYnet, fundamental aspects of your role will include:

  • Providing leadership and direction to the Board and, in particular, facilitating the setting of objectives in the context of NYnet’s vision, mission and strategic direction;
  • Ensuring decisions taken by the Board are clear and not ambiguous, and that responsibility for taking forward action points is properly allocated;
  • Ensuring that decisions reached represent the collective views of the Board;
  • Helping to provide firm strategic direction, set overall policy, define goals, set targets and evaluate performance against agreed targets.

To succeed in this role you will bring your commercial expertise and substantial experience at Board level, you will have strong strategic skills, a deep understanding of good governance and the ability to bring support and challenge to our Board. You will enforce this by questioning decisions in order to create debate and generate a solidified outcome. In all of your work you will have NYnet’s service delivery to the communities of North Yorkshire and commercial growth and the at the core of your leadership, however you will also ensure that all decisions are made within the interests of The Brierley Group framework as a whole. A knowledge of the telecoms industry would be an advantage, however it is not essential. Similarly, an understanding of public sector and the frameworks that they operate within would be useful but will not necessarily be a defining factor. What is most important is that you can direct our organisation and will share our focus on ensuring that NYnet continues to expand in quality and commercial value. The rewards for our success is the increased investment into our vital public services for the benefit of those that live, work and visit this great county.

NYnet is organised in a way that enables the county council, as the 100% shareholder, to take advantage of certain permitted exemptions to EU procurement legislation. By using the 'Teckal' exemption to award contracts to NYnet, the county council is able to offer NYnet long-term, stable and profitable business that assists in our overall commercial validity.

NYnet’s original purpose was to utilise the purchasing power of public sector spending on connectivity networks and related ICT services to build next-generation broadband capability throughout North Yorkshire, significantly ahead of when private sector telecommunications companies would otherwise do so. The company achieves this through the provision of retail broadband services to the public sector, and wholesale connections for service providers to businesses and communities across the sub-region of North Yorkshire. NYnet remains a developing and thriving company; we keep the following business objectives at the core of what we do:

  • to provide 'faster, better and cheaper' public sector networks to enable more efficient and effective public and corporate services.
