The work of the executive is monitored by various overview and scrutiny committees, which can check recent decisions, advise on policy development and review service performance. They can also call the executive to account where it is felt that their decisions have not been as effective as they should be.

Membership and independence

Each non-executive member has a seat on at least one of the four overview and scrutiny committees or the additional scrutiny of health committee.

To ensure that these committees take an independent view, executive members are not allowed to be members of them, although the committees can require executive members and officers of the council to attend to give evidence about issues under review. Committees are also able to co-opt additional non-voting members to provide an external view of council services.

There is also a scrutiny board, which helps to coordinate the workload of the committees and seeks to develop best practice. The board is made up of the five chairmen of the overview and scrutiny committees and is chaired by county councillor Jim Clark. There is also a scrutiny officers network in place for organisations in North Yorkshire to share information, resources and best practice (see below for more information).

The role of the North Yorkshire and York scrutiny officers network is to promote collaboration in relation to the local government overview and scrutiny functions in North Yorkshire.

The network is a forum for enabling discussion and general information sharing that promotes partnership and collaboration and is not a constituted decision making body.

Meetings will normally be held on a three-monthly basis, with the venue moving to a different member local authority for each meeting in turn.

The chair of the meeting will be the lead overview and scrutiny officer for the local authority in which the meeting is being held.

We are committed to involving anyone who wishes to participate in overview and scrutiny, irrespective of age, ability, sexuality, faith, race or gender. As such:

  • venues for any overview and scrutiny public meetings will be assessed to ensure that facilities and access are suitable for all;
  • overview and scrutiny publications can be made available on request in different formats and languages;
  • input into scrutiny reviews will be welcomed in different ways as appropriate (written, oral, one-to-one meetings, group meetings etc.); and
  • overview and scrutiny committees may request information on the equalities impact assessments for the service or policy area under scrutiny review.
