The 'Made' neighbourhood development plan. Following a positive outcome of the referendum held on 6 October 2022, we resolved to 'Make' the Escrick neighbourhood development plan on 13 December 2022.
This means that the Escrick neighbourhood development plan forms part of the statutory development plan for the parish of Escrick.

Referendum - 6 October 2022
The referendum for the Escrick neighbourhood development plan 2021 - 2035 was held on 6 October 2022. Voting took place between 7am and 10pm at Escrick and Deighton Village Hall.

Our post-examination decision statement - 22 July 2022
Following the examiner's report on the Escrick neighbourhood development plan, we have produced a decision statement (as required under Regulation 18 of The Neighbourhood Planning Regulations 2012, as amended) which sets out our response to each of the recommended modifications contained within the examiner's report. The decision statement confirms that subject to the recommended modifications being made to the Escrick neighbourhood development plan, the Escrick neighbourhood development plan should proceed to referendum.
Examiner's report - 29 June 2022
The Escrick neighbourhood development plan 2021 - 2035 has been examined by the independent examiner, Mr Patrick T Whitehead. The examiner has recommended that subject to a number of proposed modifications, the Escrick neighbourhood development plan should proceed to referendum on the basis that it has met all the relevant legal requirements.

Submission for examination
We, in consultation with Escrick Parish Council (the qualifying body), have appointed Mr Patrick T Whitehead as the independent examiner who will assess the submission draft Escrick neighbourhood development plan to ensure it meets the right basic standards. The independent examiner will recommend whether or not the Escrick Neighbourhood development plan as submitted (or with modifications) is progressed to referendum.
Copies of the submission documents and comments received to the submission draft Escrick neighbourhood development plan consultation undertaken between 21 February and 4 April 2022 have been sent to the appointed independent examiner.

Escrick neighbourhood development plan submission consultation 21 February - 4 April 2022

Escrick Parish Council (the qualifying body) formally submitted the Escrick neighbourhood development plan for independent examination under Regulation 15 of The Neighbourhood Planning (General) Regulations 2012 (as amended).
Prior to the independent examination, we as the Local Planning Authority invited comments on the submission draft Escrick neighbourhood development plan under Regulation 16 of The Neighbourhood Planning (General) Regulations 2012 (as amended).
The consultation on the Escrick neighbourhood development plan was undertaken for a period of six weeks from 21 February to 5pm on 4 April 2022.

Strategic environmental assessment (SEA) and habitats regulations assessment (HRA) screening report
The Escrick neighbourhood development plan is at pre-submission stage (Regulation 14 of The Neighbourhood Planning (General) Regulations 2012 (as amended)) and in preparation of the submission of the plan to us a screening report to determine whether the contents of the draft Escrick neighbourhood development plan requires a strategic environmental assessment (SEA) and/or habitats regulations assessment (HRA) has been undertaken.
In line with the SEA requirements we undertook a six week consultation from 8 June 2021 to 21 July 2021 with the relevant consultation bodies (Environment Agency, Historic England and Natural England). The screening report and responses from the consultation bodies are available to view below:

The neighbourhood plan area is now designated
It was agreed to designate the whole parish of Escrick as a neighbourhood area. A letter (pdf / 184 KB) informing Escrick Parish Council that the Parish of Escrick has been designated as a neighbourhood area was sent. The consultation on the neighbourhood area application ran from 14 September 2017 until 26 October 2017.
