At North Yorkshire County Council we are seeking to strengthen our Property Service to ensure that it is better able to develop our property portfolio and services to meet the requirements of the Council’s challenging agenda.

The Council has undertaken significant work that will lead to the achievement of annual revenue savings of £70 million by 2021-22. The Council Plan 2019-2023 details a further ambitious programme that will involve reviews of service delivery and the development of our commercial activities which generate revenue to fund the provision of statutory services.

The Property Service faces many challenges in supporting this agenda and which include: -

  • Ensuring that all of our operational properties meet with the changing requirements of service delivery
  • Reviewing our non-operational portfolio to identify commercial opportunities; and
  • Developing the services which we provide on a commercial basis to schools, academies and other organisations to ensure that they continue to meet with customers’ expectations.

This is in addition to an extensive business as usual workload arising from the management of a portfolio comprising 189 operational properties, 183 non-operational properties and 284 schools.

We are seeking some experienced property professionals to join our team, to help develop and implement a new Property Strategy for the County Council that sets out a clear vision for the next five years and which provides a basis for the further development of our services.

Hard FM Manager

Grade: SM1

Salary: £48,000 to £55,840

Location: Northallerton

Full time

We are looking for a Hard FM Manager to lead and develop our specialist property maintenance and energy teams in the delivery of services to our own property portfolio and the management of our traded services.

North Yorkshire County Council are going through a period of change that will impact its property portfolio and the requirements placed upon the management of its property services.  This role represents a great opportunity for some with extensive experience in delivering hard services and with strong strategic and commercial vision to ensure that our services are developed to meet changing requirements.

As our Hard FM Manager you will have lead responsibility for the management of a range of services, including for ensuring that all responsive maintenance and property compliance activity is undertaken in accordance with best practice and statutory requirements, for developing our approach to energy management and for ensuring that effective contract management arrangements are maintained in respect of our contracting framework.

As a member of the property service’s senior management team you will work with the Head of the Property Service and other senior managers in the establishment and development of the County Council’s property strategy, and for the development of policy and practice across the service.  You will have specific responsibility for the development and co-ordination of the property service’s commercial trading activity.

To be successful you must: -

  • Hold a qualification to a degree standard, preferably with a recognised (part or working towards) professional qualification (RICS, CIOB etc), or have substantial experience in a comparable role
  • Have recent leadership experience within the management of building construction / building services compliance / energy management activity within a large property portfolio
  • Experience of developing and implementing organisational cultural change within a large organisation
  • Be able to demonstrate experience in contract management and a strong commercial awareness
  • Proven and effective experience of the management of resources in a changing organisational environment, including human and financial resources
  • Proven track record of commercial business implementation and strategic awareness.

Property Contracts Manager

Grade M

Salary: £38,813 to £42,683

Location: Northallerton – you will be required to travel across the county

We are looking for a Property Contracts Manager to join our newly established hard FM team to contribute to the ongoing development of our services.

As our Property Contracts Manager you will be responsible for the management of the County Council’s Compliance and responsive maintenance contractors and for ensuring that appropriate contract management governance and processes are applied to ensure that high levels of quality and value for money are obtained.

Reporting directly to the hard FM manager you will ensure that contract management arrangements are undertaken and developed in accordance with best practice and maintain effective working relationships with the procurement and contracts management service to ensure that operational arrangements are consistent with corporate arrangements and that performance is reported and reviewed

To be successful you must:

  • Hold a professional qualification related to the property or construction industry or equivalent demonstrated through knowledge or experience Have excellent commercial acumen, specifically within the context of the management of construction contracts.
  • Have analytical skills covering written, graphic, numeric and statistical information and involving risk assessment.
  • Have strong interpersonal and relationship building skills and demonstrate leadership qualities
  • Have significant experience of the management of property contracts within either a client or contracting organisation
  • Significant experience of the management of a property contracting supply chain, including effective performance management of contractors

Senior Property Officer

Grade: N

Salary: £42,683 to £46,503

Location: Northallerton

We are seeking to appoint a senior manager with experience of working within property services and who is able to make an effective contribution to the development of the management of our property services.

As Senior Property Officer you will join the senior management team within our property service and work closely with the Head of Service and other senior managers in the establishment and implementation of a new property strategy and in leading a programme of further change in support of our ambitions for the development of our services.  You will take the lead responsibility for a number of initiatives arising from the strategy, including the establishment and ongoing management of a comprehensive performance management framework that will underpin all of our work.

You will also support a range of other change projects that are being undertaken within the service, including through an ability to research and interpret best practice information and to support our objective of developing a strong, results driven property service that is able to meet the requirements of both the County Council and our commercial clients.

To be successful you must:

  • Hold a qualification to degree standard, preferably with a recognised (part or working towards) professional qualification (for example RICS, CIOB etc), or demonstrate substantial experience of working within property related services
  • Must be experienced in the development of service strategies, production and monitoring of programmes and have ability to identify, manage and mitigate risks
  • Proven record of effectively managing and forecasting budgets
  • Be commercially aware, including the ability to identify market trends and requirements, and to manage the delivery of services in accordance with the identified requirements
  • Proven track record of effective leadership skills and the ability to promote organisational policy and objectives
  • Have ability to develop and maintain effective contractual relationships and partnerships, be able to negotiate and influence at a senior level with officers and politicians and have resilience in complex situations

North Yorkshire County Council has a diverse portfolio located throughout the county, presenting exciting opportunities.  The Council is going through a period of change that will affect its properties and its property activities.  We must ensure that the council’s property and property services continue to meet corporate requirements and the day-to-day needs of the services that are delivered to the public.

As Workplace Manager you will be responsible for a team of staff across the county, manage a diverse range of workplaces from offices to day centres to libraries and ensure they are available for the delivery of the Council’s services.  ,  You will manage a range of functions, including office moves, procurement of essential soft services and the day to day operational issues at  sites. You will communicate with a range of internal and external stakeholders to determine the requirements associated with property and / or facilities services and maintain those relationships.

To be successful you must:

  • Hold a qualification to degree standard, preferably with a recognised (part or working towards) professional qualification (RICS, BIFM etc.), or have substantial experience in a comparable role.
  • Have a proven track record in effective leadership. 
  • Have managed multiple sites in  a large portfolio used for various purposes.
  • Have the ability to take a strategic approach to the management of the portfolio and the services that support it and deliver day-to-day availability.
  • Be able to plan and work with a substantial budget.
  • Develop and maintain effective contractual relationships and partnerships.

We are looking for a Property Transaction Surveyor to join our growing Property Service. As a Property Transaction Surveyor you will have a great opportunity to develop your career working in a multi-disciplinary service responsible for North Yorkshire County Council’s property assets. You will be responsible for undertaking redeployment and transaction cases, including inspections, preparing in-principle transaction reports and negotiating and preparing Heads of Terms for approval by others. The work may include compulsory purchase. You will also handle rent reviews, lease breaks and lease expiries.

To be successful you must:

  • Hold a recognised professional qualification related to the role (MRICS, etc.) or equivalent demonstrable experience in a comparable role.
  • Have the ability to negotiate, persuade and problem solve in complex situations.
  • Have resilience.
  • Be able to communicate with varied audiences in writing and orally and have excellent interpersonal skills.
