We can’t wait to welcome the UCI Road World Cycling Championships to North Yorkshire from 21 to 29 September and showcase North Yorkshire to the world.

This massive global sporting event will again focus the eyes of the world on our county, allowing everyone a fantastic opportunity to showcase it to the world.

We are looking forward to celebrating with you and enjoying the many events planned by towns and villages up and down the route.

Hosting the UCI Road World Cycling Championships will build on the reputation North Yorkshire has as a spectacular destination for cycling, beginning with the Tour de Yorkshire Grand Départ in 2014 and growing with its legacy, the annual Tour de Yorkshire. The spectators, who will come from around the world, and the global media coverage, including live broadcasts on BBC TV, will bring significant economic benefits and offer our county incredible worldwide profile once again.

As a major partner we are working with the event organisers Yorkshire 2019 and many other organisations, to ensure that the UCI Road World Cycling Championships are a safe and enjoyable event for spectators and cyclists and that disruption is minimised for people who live, work or go to school near the routes.

UCI travel, transport and road closures

As North Yorkshire prepares to welcome the 2019 UCI Road World Championships, traffic management planning is well underway. Road closures, diversion routes, parking restrictions and alternative parking areas will be in place to help to minimise the impact on residents and businesses whilst also ensuring the safe and successful delivery of the championships.

Information about road closures 

The UCI Road World Cycling Championships involves different types of race taking place over nine days. The event routes cover a large part of North Yorkshire and, due to the different races, different types of road closures are needed. This differs from previous cycling competitions where we’ve been able to only use rolling road closures.

All races either take place or finish in Harrogate where more extensive road closures are needed.

Due to the nature of racing on the Harrogate circuit, time trial races, and the Yorkshire 2019 Para Cycling International, fixed road closures will need to be in place. In some locations such as start towns, busier towns on the route and some of the climbs, there will also be fixed closures.

This means roads are closed for a fixed period of time to allow for safe deployment and removal of race infrastructure on the route and allow the event to take place safely.

We aim to keep these closures to a minimum and reopen roads as soon as it is safe to do so.

Fixed Closures on the route will generally be in place from about two hours before the first rider is due, with dedicated vehicle crossing points at selected locations open until about 30 minutes before the first rider. The roads will be reopened as soon as it is safe to do so after the last rider has passed. The closure times may vary on the day due to crowd levels, speed of the races and other impacts.

A ‘Red / Amber / Green’ system will be used where there are fixed closures:

Green Roads open as usual, route parking restrictions still apply, but free movement of traffic. Up to two hours before racing.
Amber Race route closed but pedestrian and vehicle crossing points open. Two hours to 30 minutes before racing.
Red Full route lock down. Emergency vehicle and pedestrian crossing points only. From 30 minutes before racing until the last race vehicle has passed.
Amber Race route closed but pedestrian and vehicle crossing points open. Up to one hour after the last race vehicle.
Green Roads open as usual, route parking restrictions still apply, but free movement of traffic. From one hour after racing. 

Wherever fixed road closures aren’t required, rolling road closures will be used. This means the roads will be closed for a shorter period to allow the race to pass through. These are similar to the type of road closure used during the Tour de Yorkshire.

Harrogate circuit

Due to the nature of racing on the 14km Harrogate circuit, fixed road closures are required to maintain public and event safety for different durations throughout the event.

Closures will generally be in place from around 2 hours before the first rider is due, with vehicle crossing points at selected locations open until about 30 minutes before the first rider arrives. We aim to reopen roads as soon as it is safe to do so after the last rider has passed to help keep disruption to a minimum.

Harrogate finish

The immediate finish area in Harrogate (West Park between Albert Street and Brunswick Place) will be completely closed to all traffic from 18 September through to the 1 October. As this is where the finish arch and other race infrastructure is in place.

West Park from Brunswick Place to the Prince of Wales roundabout will be closed from 18 September to 1 October. Residents and businesses in this area will be provided with information about gaining access to their properties during the closures.

West Park and Parliament Street will be kept open from Albert Street to Crescent Road for as long as possible each day. The most up to date road closure information can be found on this page.

Harrogate Town Centre

We aim to keep as much of the town centre open to vehicles for as long as possible however, in order to ensure the safety of the event and pedestrians, closures will be in place on a number of town centre roads.

Pedestrian access will be maintained at all times, and we strongly encourage residents, visitors and spectators to sample the town centre as well was watching the racing. Harrogate has a wide range of fantastic shops, cafes, bars and restaurants to visit.

How long will the road closures last?

Please see the tables on this page and interactive map for details. Please remember that roads on and around the race route will be busy. We recommend taking some additional time for your journey.

All road closure timings are subject to change due to a range of factors including crowd safety and speed of some races.

Will the road be open to pedestrians and cyclists?

During the amber closure phase we would encourage pedestrians and cyclists to adhere to the instructions/advice of local stewards and volunteers, and to exercise caution when crossing or using the race route, as event vehicles may be using the route in advance or after the race.

If crossing the race route during the red phase of closure please exercise extreme caution. In some areas around starts and the finish in Harrogate there will be dedicated pedestrian crossing points in place.

Please remember to share the road responsibly and be aware of fellow road users.

Footways will remain open during the championships, although there may be some closures on or around the start and finish areas.

How will emergency vehicles get through the closures?

Emergency services are fully involved with the planning of the event. Over the nine days they will be closely linked to race control so that, should access be required for emergency services, this can be managed with the race.

How will carers get to the people they care for during the day?

We are working closely with a range of health care providers and agencies to ensure that relevant health and care services can be delivered as needed.

Plans are being put in place to ensure that carers are able to access clients as required. This may mean some changes to normal arrangements - providers will be in contact with any clients who are impacted by the road closures.

Useful information

Can I use my car in Harrogate during the event?

Where possible we are encouraging people to leave the car at home and use more sustainable modes of transport. If you are coming to watch the race and enjoy the festivities, walking or cycling will be the easiest way to get around.

There are a range of walking and cycling routes in Harrogate, on cycle paths or on quieter roads. Find more information on walking and cycling around Harrogate.

I am a Harrogate resident whose daily journey will be affected by road closures during the event, how can I go about business as usual?

Almost all journeys will be possible in advance of the event, however we recommend you plan some additional time for your journey and consider the impact of possible delays.

Where can I get travel information on the race days?

Throughout the event there will be a number of sources of information on road closures and re-openings.

Can I ride or walk on the race route and if so up until what time?

The race route will be open to normal traffic up until the road closures come in to force but we would encourage you to plan ahead and leave longer for your journey. Pedestrians and cyclists should not use the race route during the red phase of the road closures and exercise caution when crossing the race route during amber closures. Please share the road responsibly and be aware of other road users.

Can I cross a specific part of the road at a certain time?

Depending on the type of race, there will be a mixture of rolling and fixed road closures. Pedestrians and cyclists should not use the race route during the red phase of the closure and should exercise caution when crossing the race route during amber closures. Crossing points will be available for vehicles and pedestrians. 

On the Harrogate circuit, there will be dedicated vehicle and pedestrian crossing points which will be open to maintain access across the race route. Locations and times are highlighted on the map page of this guide. During full closure of the road, vehicle crossing points will be closed, except for emergency services access.

Pedestrian crossing points during the full closure of the road will be dependent upon race conditions. At all times you must follow instructions given by the stewards and use only the dedicated crossing points.

Will there be changes to public transport?

We are working with public transport providers to plan for the event. Some bus and train services may be affected. You can find more information about public transport changes on the Yorkshire 2019 website, or find information about changes to Connexions services here.

Where should I watch the race?

Spectators will be able to watch the event for free anywhere along the route but starts, finishes and climb locations will be most popular. All events will be broadcast live on the BBC.

Where are the car parks?

Visit Yorkshire 2019 for car parking arrangements. 

In Harrogate a Park and Stride site is being set up at the Great Yorkshire Showground. This is about a 20 minute walk from the finish area. Advance tickets are available.

In Harrogate the Jubilee and West Park car parks will not be available during the championship for public parking. There will be on street parking restrictions on the race route and on some roads required for access and diversions.

Will my car be towed away if I park on the route?

To help the race pass safely, please do not park your car on the race route. Parking restrictions will be in place across the length of the race route. There will be a tow away operation in place therefore if any cars are found to be causing an obstruction to the route they will be removed. This may well incur costs as well as be inconvenient to the vehicle owners. We recommend that cars are parked off the race route. This provision is in place to ensure the safety of the race and spectators. We are extremely grateful to motorists who keep the route clear.

Where can I park if I live in Harrogate?

Parking restrictions will be in place throughout the UCI Road World Championships on the race route and some disc zone parking will be temporarily allocated as residents parking zones. If you have a residents or visitor on street parking permit, you will be able to park in adjacent permit areas.

Some pay and display on-street parking in the town centre will be closed, with some of the main car parks in use for event purposes.

Where can I park if I live on the race route?

Please don’t park on the race route. Details of the parking restrictions are available on the interactive map above.

If you have a residents parking permit we will be writing to you to advise you of alternative parking arrangements.

Are there parking restrictions on the road side for caravans and camper vans?

As with other vehicles, caravans and camper vans should not park on the race route and where possible use designated camping and caravan sites.

Will I receive compensation for loss of earnings due to roads around the business being closed?

With 90 national teams taking part, 7000 riders, officials and clients as well as 1600 volunteers and thousands of local, national and international visitors expected, the event organisers are confident that businesses throughout North Yorkshire will be impacted positively by the event. However the organisers cannot guarantee this and the level of passing trade and business may fluctuate for a number of reasons. As a result the Council does not receive liability for this or the inconvenience this may cause. We understand that with an international event of this nature that there may be some short-term disruption, but the organisers hope that this will be outweighed by the longer-term benefits to the area. 

The Council is the highway authority for North Yorkshire and will be implementing road closure orders and other traffic management arrangements under its statutory powers. There is no general liability in law for loss of trade resulting from a reduction in the number of passers-by or customers therefore the Council is not required to offer compensation.

Can I still receive deliveries to my business during the UCI Road World Cycling Championships?

If you run a business on the race route where closures will be in place, any deliveries or collections scheduled could be impacted. We strongly recommend that you consider rescheduling these to avoid times when the road will be closed wherever possible.

We have been working closely with businesses in Harrogate to advise them how to plan around the race closures.

How can my business get involved with the race?

Will potholes be fixed?

We have brought forward some highway works on the race route.This is being funded alongside a range of schemes not on the race route by an additional £13.7million of funding the Council received in November 2018 from the Department of Transport. We will continue to inspect the route in the lead up to and during the event.

Who is responsible for bringing the UCI Road World Cycling Championships to Yorkshire?

The event organisers are Yorkshire 2019 Ltd. They are a wholly owned subsidiary of UK government (DCMS) and are funded by UK Sport, British Cycling, Welcome to Yorkshire, and the UCI (Union Cycliste Internationale). 

The Council was not instrumental in bringing the event to Harrogate, but is working closely with event organisers Yorkshire 2019 to provide support on traffic management planning and delivery for the event. We are also working with a range of partners including District and Borough Councils and emergency services to deliver a safe and successful event.  

Is there a tour guide leaflet?

Can the County Council provide additional no parking signs for our village?

Working with the race organisers we have identified several areas across the county where additional traffic management is required to assist in the race passing safely. ‘No parking’ signs and cones will be deployed in these areas in advance of the championships.

Making the most of the event – respect, protect and enjoy

To make the most of this once in a lifetime event, planning ahead will help you to enjoy the races and stay safe. Spectators are encouraged to walk or cycle instead of driving to locations on the route and to behave responsibly.

If you are going to watch the race, please:

  • think about leaving your car at home - where possible cycle, walk or use public transport to travel to watch the race;
  • avoid parking on the race route at any time during 21 to 29 September;
  • park in designated car parks;
  • respect other road users and "share the road" responsibly;
  • be careful when walking or cycling to, from or during the race;
  • avoid standing on bridges across the route to watch the race;
  • avoid standing on sections of the route that are narrow, have no verge or have walls with a drop behind them;
  • watch the weather forecast, dress appropriately and check for weather warnings;
  • respect the surroundings and follow the countryside code;
  • keep to footpaths, use gates and stiles and respect signs;
  • preserve and protect our dry stone walls by not climbing, standing or sitting on them;
  • avoid trespassing on private land;
  • respect the race - behave responsibly and be mindful of where you stand to watch the race.  Give maximum space to the race by keeping off the carriageway. Avoid using selfie sticks and don't obstruct the riders. The use of drones for photography is strictly prohibited;
  • keep dogs on a short lead;
  • keep the race route clear until the last riders and the end of race vehicle have passed; and
  • be mindful that the rolling road closures finish once the end of race vehicle has passed.

Competition and prize draw terms and conditions

  1. The Competition is open to all UK residents aged 18 years or over.
  2. All correct and eligible entries will be entered into the competition.
  3. All Competition entries must be submitted online using the hashtag #UCIflatcap and tagging @northyorkscc in the picture, only one entry per person is permitted.
  4. The Opening Date and Closing Date for entries to the Competition shall be as specified in Competition information. Entries received after this time will not be considered or entered.
  5. There is a limit of one entry per household.
  6. The entity offering the Competition is North Yorkshire County Council of County Hall, Northallerton, North Yorkshire, DL7 8AD (‘NYCC’). NYCC accepts no responsibility for entries not received for whatever reason, including, but not limited to human error, any technical fault, technical malfunction, computer hardware or software failure, satellite, network or server failure of any kind.
  7. Employees and close family members of NYCC are not eligible to enter.
  8. The winner will receive the Prize as specified in the Competition information from NYCC or the provider of the Prize (as applicable).
  9. The winner will be notified by email or post before the Notification Date and must provide a valid UK postal address to claim the prize. If a winner does not respond to NYCC within five business days of being notified by NYCC, then the winner's prize will be forfeited and NYCC will select another winner.
  10. The prize for the winner is non-exchangeable, non-transferable and no cash alternative is offered.
  11. The decision of NYCC regarding any aspect of the Competition and/or the Prize Draw is final and binding and no correspondence will be entered into in respect of the same.
