Vision for the future of Harrogate Town

Harrogate is North Yorkshire’s largest town, known for its spa heritage, cultural vibrancy and strong visitor economy. Strategically important as a regional hub, it offers opportunities in tourism, innovation and sustainable development.

We are developing a Town Investment Plan (TIP) for Harrogate as part of a regeneration programme across 32 towns in the county. The plans will help guide future funding bids by ensuring they are targeted to local priorities.

This plan is being developed collaboratively with local businesses and community organisations to ensure it reflects the town’s aspirations and delivers real, lasting benefits.

This project is supported by David Skaith, Mayor of York and North Yorkshire and part-funded by York and North Yorkshire Combined Authority.

The Harrogate Town Investment Plan aims to set out a bold and inclusive vision for the town’s future, focusing on four key themes:

Sustainable development and infrastructure

Improving transport links, enhanced digital connectivity and green infrastructure to support climate resilience and future-ready growth.

Economic and cultural growth

Supporting local businesses, the retail and hospitality sectors and promoting Harrogate as a centre for innovation and cultural excellence.

Heritage and community-focused growth

Development that will respect Harrogate’s unique character, with a focus on high-quality urban design and preserving green spaces.

A thriving, inclusive community

Improving the area's quality of life through education, skills, employment and community facilities.
