We are developing a Town Investment Plan (TIP) for Whitby as part of a regeneration programme across 32 towns in the county. The plans will help guide future funding bids by ensuring they are targeted to local priorities.
This project is supported by David Skaith, Mayor of York and North Yorkshire and part-funded by York and North Yorkshire Combined Authority.
Town Investment Plans exist to drive funding and positive change in towns across North Yorkshire. By identifying the most significant challenges and the key opportunities for each of our towns North Yorkshire can maximise its impact and steward its resources in every town across this great geography.
Whitby remains one of the most exciting destinations in the UK for both national and international visitors. However, this creates issues and challenges balancing the needs of visitors with those of residents. Examples of the types of improvements that may be delivered are detailed below, but we also want to hear about what local people would like to see happen in the town.
Parking
Whitby is heavily gradated, has vast numbers of visitors and has a historic street layout that developed organically. It has not grown and is not set-up to support the movement of large numbers of vehicles.
Addressing the parking challenges in the town will have a knock-on positive impact for a whole range of other challenges.
Movement
The relationship between a group of people and their landscape is best appreciated in towns like Whitby. The river has brought Whitby it’s prosperity but also divides the town into two distinct areas with limited movement potential between the two.
Housing
Affordable and high-quality housing will always be a challenge in areas where developable land is limited. Whitby has the added challenge of being breathtakingly beautiful and offering a high quality of life.
This challenge may be outside the scope of this document but will begin as a focus for investigation.
Have your say
To make sure each investment plan reflects local priorities we are inviting residents, business owners and visitors to share their views on their local town and how you think it could be improved.
To have your say and find out about our drop-in engagement sessions visit our Whitby Investment Plan survey page.
The survey closes on Sunday 30 November 2025.
