Vision for Scarborough

Find out about the proposed investment priorities for Scarborough.

We are developing a Town Investment Plan (TIP) for Scarborough as part of a regeneration programme across 32 towns in the county. The plans will help guide future funding bids by ensuring they are targeted to local priorities.

This project is supported by David Skaith, Mayor of York and North Yorkshire and part-funded by York and North Yorkshire Combined Authority.

Town Investment Plans exist to drive funding and positive change in towns across North Yorkshire. By identifying the most significant challenges and the key opportunities for each of our towns, North Yorkshire can maximise its impact and steward its resources in every town across this great geography.

Scarborough is the original seaside town and continues to reinvent the staycation today. Scarborough is located between the Yorkshire Wolds, Yorkshire Moors and the sea. Benefiting from two distinct bays with different characters, three major cultural venues and a castle overlooking the historic town centre, the town has a formidable offer for residents and visitors alike. Although, its isolated position and sparse hinterland can equally create challenges for businesses to thrive. The focus in Scarborough has long been on reducing inequality and increasing opportunity. We continue that vision in this plan. 

Built environment 

Scarborough’s built environment faces challenges with vacant sites, poor public realm, and low development viability due to high costs and low returns. These issues are holding back regeneration and investment in the town centre.

Solutions include:

  • improving public spaces
  • activating parks and events
  • bringing underused properties back into use

This will help unlock Scarborough’s potential and create a thriving and attractive town centre.

Health and lifestyle

Scarborough’s aging population and economic inequalities are impacting physical and mental wellbeing. Poor job access, low wages, and seasonal work all contribute to reduced activity, poorer diets, and higher rates of depression.

Solutions include:

  • bringing health services into the town centre
  • creating community growing spaces
  • promoting playful, accessible exercise through initiatives like running routes and tidal pools

Employment and enterprise 

Scarborough faces challenges with job access, low wages, seasonal work, and child poverty. These issues are linked to poor transport to key employment areas and a reliance on lower-paid sectors.

  • boosting local enterprise
  • improving financial literacy
  • enhancing transport links to create long-term economic resilience
