We are consulting residents of Kirby Hill & District parish council area about the future governance of the parish council.
The Parish Council requested to reduce the number of councillors for the grouped parish council, and to change the number of councillors representing parishes to reflect changes in the distribution of electors across the five parishes generally.
As 3 of the parishes have low elector numbers (Ellenthorpe, Humberton, and Thornton Bridge) in comparison to Milby and Kirby, there is potential to merge those 3 parishes to create a single parish within the group forming the council, to simplify the arrangements and allow better representation across the parish with any reduced number of councillors.
An initial 12-week stage one public consultation ended in December 2025 on a proposal for change. The results of this consultation have been analysed and the draft recommendations for this parish meeting are listed below:
Recommendation 1 - to maintain both Milby civil parish and Kirby Hill civil parish as they are now.
Recommendation 2 - to amalgamate the civil parishes of Ellenthorpe, Humberton, and Thornton Bridge to create a single civil parish (as shown shaded in blue and marked ‘TBC’ in the map below).
Recommendation 3 - to group that new amalgamated civil parish area (shaded in blue and marked ‘TBC’ in the map) Kirby Hill and Milby, that group to be called Kirby Hill and District (as it is now).
Recommendation 4 - the group to have a parish council called Kirby Hill and District parish council (as it is now).
Recommendation 5 - that council to have a total council size of 8 (reduction of 1 from 9) with representation as follows:

Recommendation 6 - That these new arrangements take affect administratively on 01 April 2027 with elections to the new arrangements at the next scheduled elections in May 2027, and that changes to the electoral register required for the above take effect on the revised publication ahead of that election (planned for December 2026).
The new civil parish area will require a new name, for which 2 options are proposed given by the parish council, of ‘Humberton and District’ or ‘Lower Swale’.
