We are consulting residents of Thornton-le-Beans Parish Council area about the future governance of the parish council.
The parish council does not currently meet the requirements of parish governance arrangements as required under Local Government Act, in that each civil parish with the group does not have at least one representative as required. Each parish within a group of parishes forming a parish council must return at least one councillor.
An initial 12-week stage one public consultation ended in December 2025 on a proposal for change. The results of this consultation have been analysed and the draft recommendations for this parish meeting are listed below (the names of the proposed amalgamated civil parishes were suggested by the parish council):
Recommendation 1 - to amalgamate the civil parishes of Crosby and Cotcliffe to create a single civil parish named Crosby with Cotcliffe (indicated shaded blue in the map).
Recommendation 2 - group the new Crosby with Cotcliffe civil parish with Thornton-le-Beans civil parish, and that group be called ‘Thornton-le-Beans and Crosby with Cotcliffe’.
Recommendation 3 - that group to have a council called Thornton-le-Beans and Crosby with Cotcliffe Parish Council.
Recommendation 4 - That council to have a size of 5 (as it does currently), with representation as follows:

Recommendation 5 - Changes to take effect administratively on 01 April 2027 with elections to the new arrangements be at the next scheduled elections in May 2027, and that changes to the electoral register required for the above take effect on the revised publication ahead of that election (planned for December 2026).
