Community based emotional wellbeing support for children and young people

Help us work more closely with NHS Humber and North Yorkshire Integrated Care Board (ICB) to support the emotional wellbeing of children and young people.

By working together, we can better plan and deliver services so that children and young people can receive the right support at the right time.

Our shared aim is to focus on prevention and early help, supporting emotional wellbeing and reducing the chance of problems becoming more serious.

By working together, we hope to:

  • make the best use of available resources
  • help as many children and young people as possible access support

The proposed arrangement will include:

  • a shared budget between North Yorkshire Council and the NHS Humber and North Yorkshire Integrated Care Board
  • joint governance of community-based emotional wellbeing support and any related services

Background

Both organisations are committed to improving the emotional wellbeing of children and young people.

In 2017 the Care Quality Commission (CQC) reviewed mental health services in North Yorkshire. The review found that people needed clearer ways to get emotional wellbeing and mental health support. Feedback from professionals, families and children highlighted the same issues.

By working together to commission these services we aim to:

  • better align future services
  • create simpler pathways between universal, targeted and specialist services
  • support earlier intervention and prevention
  • develop a more joined up approach between education, health and local authority services
  • develop a more joined up approach to mental health support

A partnership agreement

Local Authorities and NHS organisations work under different legislation. However, Section 75 of the NHS Act 2006 allows them to engage in joint working.

This means partners can:

  • plan and deliver services together
  • improve outcomes for children and young people

Before these arrangements can be put in place, public consultation is needed under the NHS and Local Authorities Partnership Arrangements Regulations 2000.

NYC and NHS Humber and North Yorkshire ICB are committed to delivering high quality prevention and early intervention services to support children’s emotional wellbeing.

The proposed arrangement aims to provide joined-up, accessible and well-coordinated service that responds effectively to local needs.

A Section 75 Partnership agreement allows us and NHS Humber and North Yorkshire ICB   to formalise collaborative working arrangements to support improved flexibility and greater efficiency, better integration and, in turn, improve outcomes for children, young people and families.

The proposed agreement will support the planning and delivering community based emotional wellbeing support for the next five years.

It will allow services to be more flexible, local, and tailored to needs. It will also support continuous review and improvement of services while using the resources available.

Monitoring and review

We meet regularly with NHS Humber and North Yorkshire ICB to review service performance and identify opportunities to improve delivery of services.

The partnership agreement will provide greater flexibility to respond to future opportunities for improvement and help achieve better outcomes.

Consultation process 

We welcome feedback from all stakeholders, including people who use the services, professionals and members of the public about this proposal to enter into a Section 75 agreement to enable the joint -planning and delivering of community based emotional wellbeing support for children and young people.

This consultation will close on Sunday 2 August 2026.
