High Street Rental Auctions (HSRA) in Scarborough

Take part in our survey to help us decide on how we could use legal powers to bring long-term vacant commercial units back into use.

We are inviting views on a proposed High Street Rental Auction (HSRA) in Scarborough town centre. This is part of the Sprucing Up Scarborough programme which will help Scarborough town centre feel cleaner, safer, more welcoming and better cared for.

A HSRA is a UK government-introduced power allowing local councils to take action where landlords have not taken sufficient steps to rent property, by auctioning off leases on premises that have been vacant for more than a year, as well as granting local businesses and community groups the ‘right to rent’ empty commercial lots at market prices.

This survey is about where the powers could be used. It does not mean every empty property will be auctioned.

As part of the survey, you can:

  • read about the HSRA process and view the proposed boundary map
  • share your views online or by post on whether the proposed area is appropriate

Landlords, property owners, managing agents, businesses, residents and local stakeholders are all encouraged to take part.

The survey closes on 19 May 2026.
