Scarborough South selective licensing renewal and expansion consultation

We are asking for views on a proposal to renew and expand the selective licensing scheme in the Scarborough South area for a further five years from May 2027.

Selective licensing requires landlords of privately rented homes in designated areas to have a licence for each property. The scheme aims to improve housing standards, ensure properties are managed responsibly, support good landlords and help tackle issues such as poor housing conditions and anti-social behaviour.

We are proposing to:

  • renew the existing Scarborough South selective licensing scheme for a further five years
  • extend the scheme to include all properties on Valley Road and Esplanade Gardens
  • introduce revised licence fees for landlords

The proposal follows a review of the current scheme, which found that housing conditions have improved in the area, but that challenges such as deprivation, anti-social behaviour and poor property conditions remain.

To help people find out more about the proposals and ask questions, we will be holding a series of public drop-in sessions. Landlords, residents and anyone else interested are welcome to attend. All sessions will take place at Beacon Hall, St Andrew's United Reformed Church, Albion Crescent, Scarborough, YO11 2LL.

  • Thursday 20 August 2026, 6.30pm to 8.30pm
  • Monday 24 August 2026, 2.30pm to 4.30pm
  • Thursday 24 September 2026, 10.30am to 12.30pm
