Background to the registration scheme

Why have you introduced a registration scheme?

It costs a lot of money to run our household waste recycling service including paying to dispose of many types of waste. Having a registration scheme helps make sure that our household waste recycling centres are only used by North Yorkshire residents who pay for the service.

We have done two surveys to find out if waste comes from inside the North Yorkshire area or not. We found that approximately 16% of visitors do not live in the county or pay council tax to us.

The estimated savings of the registration scheme are:

  • £405,000 per year total
  • £305,000 from restricting non-residents
  • £100,000 from limiting commercial-like vehicle visits

Will I automatically be sent anything to prove I am a resident in North Yorkshire?

No, we are not sending any physical documents. You need to register and you will get an email confirmation if you register online.

You do not need to bring this email with you when you visit a household waste recycling centre. Our site staff will check your vehicle registration as you enter the site to confirm that you have registered.

I live in York or another out of area place - can I register to use your household waste recycling centres?

No. Only residents of North Yorkshire who pay council tax to North Yorkshire Council can register. If you want to use North Yorkshire household waste recycling centres, you will be charged at the site. 

Do I now have to book a time and date to take rubbish to a household waste recycling centre?

No. Once you have registered your vehicle, you can still visit our sites whenever they are open.

Will staff see my personal details in my registration when I visit a site?

No. When they check your registration, our site staff will only see your vehicle registration, what type of registration you have, your visit history and the number of visits you have remaining if your registration has a limited number of visits.

They will not see your name, address or contact details.

Can I have more than one type of registration?

Yes, you can register different types of vehicles at the same household.

If one of your vehicles is a commercial-like vehicle, you will only be able to visit our sites using that vehicle 12 times per year.

Help with registering and using our sites

Can a friend, neighbour or relative register for me?

Yes, you can ask someone else to make your registration. You must make sure they use your details and a valid email address.

We will send confirmation and reminder emails to the email address used to register. If you do not use your own email address, you will not get these emails.

Can I register on behalf of someone else?

Yes, you can register on behalf of someone else. You must make sure you give their contact and vehicle details.

If they do not have an email address, you can either contact us to register them or use your email address. If you use your email address, you will be sent reminders when their registration expires.

Do I have to use the car I registered or can I use another car from my household?

You can use any car that is registered to your household to deliver waste from that household. The registration is linked to the car and address, not to a person.

I cannot visit the recycling centre myself - can I still get other people to take items for me?

Yes, you can still have other people take items to our sites on your behalf. The car they use must be registered either to the person taking the waste or to the address the waste is coming from.

They will also need to complete a household waste declaration form at the site office.

Managing your registrations

What should I do if I move house or change my vehicle?

If you change vehicles or move to another address in North Yorkshire, you can update your registration online with your new details.

If you are moving out of North Yorkshire, you need to contact us to cancel your registration.

Can I register more than two vehicles in my household?

No, you cannot register more than two vehicles per household.

You can update your registration online if you need to change your vehicle details.

I have made 12 visits with my large trailer under a commercial-like vehicle registration. Can I now register my car without the trailer as a household registration?

Yes. You need to:

  1. Contact us to cancel your commercial-like vehicle registration.
  2. Register your car without the trailer for household registration.

Commercial-like vehicles registration

Can I pay to use my commercial-like vehicle for more than 12 visits per year?

The average use for commercial-like vehicles at our sites is less than 12 per year. However, if you visit more than this, you will be charged for disposing of your waste as commercial waste. You can find out about the charges on our commercial waste page.

I have a commercial-like vehicle but do not use it for commercial reasons - will I be limited to 12 visits per year?

Yes. Some people use commercial-like vehicles to dispose of trade waste as if it were household waste. To prevent this, we are limiting these vehicles to 12 visits per year. This is considerably more than the average number of visits for these types of vehicles.

Many local authorities have a limit on the number of visits for commercial-like vehicles and some even prevent access completely. We are providing a service to the majority of residents without incurring excessive cost.

Can I use my commercial-like vehicle at another site after I have used my 12 visits to my usual site?

No. Your registration is shared between all our sites and the 12 visit limit includes visits to any of our sites.

If you want to deliver waste in your commercial-like vehicle but have already used your 12 visits per year, you will need to pay for any more visits that year. You can do this with a debit or credit card at the site office.

I have a commercial vehicle that I use for my business - can I also use it to deliver my household waste?

Yes, you can use your commercial vehicle to deliver your own household waste. You must get a commercial-like vehicle registration and complete a household declaration form at the site when you visit.

If you deliver household waste that is not your own, this is commercial waste and you must follow the rules for delivering commercial waste.

I use a commercial-like vehicle for my disability - am I limited to 12 visits per year?

If your vehicle is adapted for disability, you can register as a household using the disability adapted vehicle option and there will be no limits on how often you can visit our sites.

If your vehicle is not clearly adapted for disability, you must register it as a commercial-like vehicle but you may be eligible for more than 12 visits. You need to contact us to arrange this and make sure you display your Blue Badge when you visit a site.

Armed forces personnel

I am in the armed forces - do I apply as a household or MOD?

Only official MOD vehicles bringing in household waste need to contact us directly to arrange a visit to a household waste recycling centre.

If you have an address inside or outside the barracks, you need to register as a household.

Remember to keep your details up to date in case you move.

Holiday homes and static caravans

Can I register if I have a holiday home in North Yorkshire?

If you rent out your holiday home, you must dispose of waste from your holiday home as commercial waste and pay our commercial waste charges if you use household waste recycling centres. You can also arrange for a commercial waste collection from your property.

If you do not rent out your holiday home and you pay Council Tax to North Yorkshire Council, you can register and use our sites free of charge. If you do not pay Council Tax to North Yorkshire Council, you can use our sites but you will have to pay.

Can I register if I use a static caravan in North Yorkshire?

If you do not pay Council Tax to North Yorkshire Council, you can use our sites without registering but you will have to pay. Find out about our charges.

Caravan sites should also provide facilities for waste and recycling collections.

Stokesley household waste recycling centre

I already have a permit for Stokesley household waste recycling centre. Do I need to register again?

Yes. All users need to register for this new scheme and you will need to register again to use the Stokesley household waste recycling centre.
