You must read these terms and conditions before submitting your registration to use household waste recycling centres (HWRC) in North Yorkshire.
Purpose of registration
Registration enables North Yorkshire residents to access HWRCs using:
- standard domestic vehicles - cars, estate cars, people carriers, four by fours without cargo areas and motorbikes
- commercial or commercial-like vehicles (CLVs), including vans, pickups, flatbeds, four by fours with cargo areas, campervans and motorhomes
- cars towing trailers between 1.5 metres and 3 metres in length
Registration is required to ensure that HWRC facilities are used fairly and safely, and only for the disposal of household waste originating from North Yorkshire households.
Eligibility
Registration is free for North Yorkshire residents disposing of household waste from their own home or on behalf of friends and family.
For the purposes of this definition, a household refers to a dwelling that is registered for and responsible for paying Council Tax to North Yorkshire Council.
Standard domestic vehicles are permitted unlimited visits per year, subject to fair usage. Excessive use of the HWRC, particularly where unusually high volumes of waste are deposited, may be monitored and investigated.
CLVs and cars towing trailers between 1.5 metres and 3 metres are limited to 12 visits per 12-month period.
Businesses and traders (commercial customers) do not need to register but will be charged when disposing of waste at an HWRC.
Charities must register but follow separate terms and conditions for charities.
Vehicle types and registration periods
Standard domestic vehicles
This includes cars, estate cars, people carriers, motorbikes and four by fours.
Registration is valid for three years.
If you have provided a valid email address, we will notify you when renewal is due.
You must update your registration if you change your vehicle or address.
Up to two vehicles per household may be registered, including on CLV if applicable.
Commercial or commercial-like vehicles and trailers between 1.5 metres and 3 metres
This includes vans, pickups, flatbeds, four by fours with cargo areas, campervans and motorhomes.
Registration is valid for 12 months.
Registration allows a maximum of 12 visits in total within the 12 month registration period.
Registration must be renewed every 12 months.
Only household waste can be deposited free of charge.
Each visit will be recorded and you will be notified by email how many visits remain.
If you have provided a valid email address, we will notify you when renewal is due.
Other registrations
Temporary registration is available for those helping a friend or family member, including during bereavement or when using a hire vehicle.
You must contact us to register a Ministry of Defence vehicle.
Vehicles not permitted
Vehicles that are not permitted to use HWRCs are:
- vehicles over 3.5 tonnes gross weight
- agricultural vehicles including horseboxes
- trailers over 3 metres
At Wombleton HWRC, CLVs larger than 4.9 metres long or 2.1 metres high, or trailers of any size are not permitted.
Vehicle size restrictions are in place due to manoeuvrability, congestion and health and safety considerations.
Use of HWRCs
Registration provides access to all North Yorkshire HWRC sites.
Staff will verify vehicle registrations on entry. You do not need to bring registration documents.
You must follow all site rules, staff instructions and waste acceptance policies.
Entry may be refused if waste appears commercial, hazardous or otherwise not permitted.
A CLV registration will automatically expire on its 12 month anniversary date, and any unused visits will be lost.
If you visit an HWRC more than once in one day, each visit will be counted separately.
Waste restrictions
Only household waste may be disposed of using this registration.
Commercial, industrial or construction waste is not permitted under the household registration scheme.
Non-hazardous commercial waste is accepted at all HWRCs except Harrogate Stonefall, with no preregistration required, and is subject to a charge.

Waste should be sorted before arrival and placed in the correct containers at the HWRC.
Hire vehicles
CLVs and other vehicles which have been hired by a householder to deposit household waste, are allowed to enter the HWRCs but need to be registered in advance. Existing registrations can be updated to add the hire vehicle, or an additional temporary registration can be applied for.
The householder will be required to bring and present to staff:
- the hire agreement
- proof of address which must be in North Yorkshire
Both of these documents must show the same address.
Restrictions on the vehicle type and trailer sizes still apply.
The hire period for vehicles shall not exceed seven days. During each hire period, a maximum of four visits is permitted.
Misuse of the service
Your registration may be suspended or cancelled if you:
- attempt to dispose of commercial or charity waste without declaring it
- provide false information during registration
- exceed visit limits for CLVs
- behave abusively towards staff
- repeatedly ignore site rules or instructions
- excessively visit the HWRC with high volumes of waste
Failure to register
If you do not register, you may be either:
- refused access to HWRCs
- charged under Commercial Waste Disposal and Charges if your vehicle or waste is considered commercial
All existing permits issued for commercial-like vehicles, as well as any permits specific to Stokesley HWRC, became invalid on 27 April 2026. From this date, users must register for continued access.
Data protection
Your information will be used solely to administer the HWRC registration scheme and manage site access.
All data will be processed in accordance with current data protection legislation.

Changes to the scheme
North Yorkshire Council may amend these terms and conditions, service rules, visit limits or vehicle eligibility at any time.
By accepting these terms and conditions, you are agreeing to abide by each clause listed. You are confirming that you will only deliver your own household waste to a HWRC, not waste from any type of business activity or any waste that you have been paid to carry or dispose of. You are also agreeing to the way that your personal data provided is used and stored by North Yorkshire Council.
