Household waste recycling centre terms and conditions for charities

I understand that:

  • I must provide the charity number or other proof of not-for-profit status on the registration form or further information may be requested
  • I must provide a Waste Carriers Licence number (available from the Environment Agency) or evidence that it is not required on the registration form
  • I must keep the household waste recycling centre (HWRC) registration up to date - failure to do so may invalidate the registration and may prevent the charity from using the HWRCs
  • registration allows for the disposal of charity non-hazardous household type waste only (no fridges/electricals) - if the charity uses the HWRC to dispose of DIY waste, vehicle tyres or commercial waste, charges will apply
  • if a charity operates more than one shop or branch, each premises must be registered separately in order to receive an allocation of 12 visits per registration
  • once you have submitted your registration, you will receive an email if you have provided an email address - a member of staff will then verify the details supplied, and the council will confirm the outcome within five working days.
  • I must present the registration reference number each time the charity visits a HWRC
  • I must bring proof of the waste carriers' licence if required each time a site is visited and complete a controlled waste transfer note
  • the origin of the waste brought into the HWRC must be from within the North Yorkshire Council boundary
  • charity registrations are valid for 12 months - registration allows 12 visits within this 12-month period unless a separate agreement has been made with the council
  • after each visit, I will receive an email detailing how many visits remain
  • once all 12 visits have been used, I will receive an email confirming that the allocation has been completed
  • charities must re-register annually to continue using the HWRCs - an email will be sent when the registration period has ended
  • any abuse of the registration scheme will result in the registration being withdrawn
  • it is an offence under Section 33 of the Environmental Protection Act 1990 to deposit controlled waste or knowingly cause or permit controlled waste to be deposited, without a valid waste management licence (permit) and outside the conditions of that permit
  • it is an offence under Section 34 of the Environmental Protection Act 1990 to fail to provide a controlled waste transfer note when transferring certain wastes
  • I must complete all sections of the registration form - the council cannot complete the registration process if required details are missing, which may delay my registration
  • the council may contact me using the details I have provided to review the information held as part of routine data protection checks and registration and re-registration processes
  • the data I provide at registration will be shared with the council's contractors in order to operate the HWRC registration system
