Residential parking zones and permits

These zones, often called residents' parking schemes, help people living in areas where there is high demand for on-street parking, such as town centres or near large employers. They give residents priority, but do not entitle residents to their own parking space or guarantee a parking space at all times.

Residential parking zones are set up to discourage commuter and long-stay parking in areas where parking is at a premium.

For schemes administered by the county council in Hambleton and Richmondshire districts, these eligibility conditions apply:

  • the applicant must live on the street where a residential parking scheme is in operation;
  • the applicant's name must be recorded on the electoral roll for that address;
  • the applicant must be the registered owner/keeper of the vehicle for which the permit is to be issued or;
  • the vehicle must have been leased to the applicant and be under their control on a day-to-day basis and the applicant must be entitled to keep that vehicle at that address; and
  • the vehicle must be under 3.5 tonnes maximum gross weight.

Permits for schemes in the Harrogate and Scarborough districts are administered by Harrogate Borough Council and Scarborough Borough Council respectively on our behalf. The eligibility criteria for these schemes are outlined on the borough council websites.

For permits administered by us, the cost is £15 a year for each one.

Harrogate Borough Council permits cost £16 per year (£27 for two years) for residents and doctors, and £120 for two years for businesses.

Scarborough Borough Council permits cost £17 for the first one; £27 for the second, and £44 for a third and subsequent permits.

Blue badge parking permit

The national blue badge scheme is designed to allow disabled people to park close to facilities and services they need to use. You can find out more about the scheme and apply online.

There is currently no funding allocated to assess or implement new residents' parking schemes.

This position will be reviewed in the summer of 2017.

At the moment, new residents' parking schemes could be assessed and, if all criteria is met, progressed, only if the assessment and implementation is funded or carried out by a third party.

Harrogate Borough Council administers the issue of parking permits in the Harrogate district on our behalf.

In Knaresborough residential parking schemes operate across eight town centre disc parking zones.
