We are responsible for civil parking enforcement throughout North Yorkshire and can enforce on-street parking restrictions like yellow lines and parking bays. This sometimes means we will issue a parking fine which is also called a Penalty Charge Notice (PCN) or a parking ticket.
Who must pay a parking fine
Under the Traffic Management Act 2004, a vehicle's registered owner or keeper, not the driver, is liable to pay a parking fine.
Levels of parking fines
There are two levels of parking fines or Penalty Charge Notices.
Higher level
A higher level parking infringement can have a charge of £70 or £35 if you pay within 14 days.
For example, you can get a higher level fine for:
- parking on yellow lines
- parking in a disabled bay without displaying a valid disabled badge
- parking in a loading bay
Lower level
A lower level parking infringement can have a charge of £50 or £25 if you pay within 14 days.
For example, you can get a lower level fine for:
- parking in a pay and display zone without paying or displaying a valid pay and display ticket
- parking in a disc zone without displaying a permit

Report a parking infringement to the police
North Yorkshire Police are responsible for certain non-restriction offences like dangerous parking, obstruction and all moving traffic offences. You can call 101 or contact the police online on the North Yorkshire Police website.
Reporting parking infringements to us and what we can do
We get a lot of reports of illegal parking and cannot reply or give feedback to individual reports.
We use the information we get in reports to help direct our enforcement patrols. We cannot target individual vehicles.
This makes sure we enforce parking controls in a fair, accurate and consistent way and we use our resources in the best way.
