Sports ground licences

A safety certificate is needed for certain sports grounds and stands, or for special events within those grounds.

We are responsible for safety at seven sports venues in North Yorkshire.

These are:

  • Scarborough Cricket Club
  • Whitby Town Football Club
  • the main ring at the Great Yorkshire Showground, Harrogate
  • the racecourses at Catterick, Ripon and Thirsk
  • Harrogate Town Football Club

We also provide help to organisations who want to hold an unusually big events like live music gigs at those venues. We work with partners including police, fire and ambulance services to provide a special safety certificate. The venue is visited during the event to ensure it complies with the certificate.

Your responsibility

If you are arranging a special event at a sports venue you must apply for a safety certificate. There are two types of applications and you can apply online.

Regulated stands

A regulated stand provides covered accommodation for 500 or more spectators at a ground that is not a designated sports ground.

Designated grounds

A designated ground is a sports ground that holds designated sporting events (football, rugby, cricket) and provides accommodation for more than 10,000 spectators (or more than 5,000 in the case of association football matches in the Premier League or the Football League).

Next steps

Once you have made an application we will send you an email with a reference number. We will then contact you within ten working days to discuss your application and we may ask for supporting information.

Please note - processing a safety certificate may take a significant period of time depending on the size and complexity of the sports ground and event in question. We may charge you for the cost of the work involved.

If we refuse your application you can appeal through the Magistrate's court. This must be within 28 days for a general safety certificate and within seven days for a special safety certificate.
