Infrastructure funding statements

Every year, the council publish an infrastructure funding statement (IFS) to show how developer contributions are helping to improve your local area.

Developer contributions

When developers build new homes or commercial spaces, they help fund improvements to things like:

  • roads and transport
  • schools and education
  • parks and green spaces
  • affordable housing

These contributions come in two forms:

  • Section 106 agreements – tailored agreements for specific developments, often used for affordable housing or site-specific improvements
  • community infrastructure levy – a standard charge based on the size of the development, used for wider infrastructure needs

Together these are known as developer contributions.

What the infrastructure funding statement includes

The infrastructure funding statement should give you a clear picture of:

  • what contributions have been agreed and received
  • how the money has been spent
  • what non-financial commitments have been made, such as land or services

We aim to publish the infrastructure funding statement in December which will cover the previous financial year.

Infrastructure Business Plan

Alongside the infrastructure funding statement, we have produced an infrastructure business plan. The infrastructure business plan introduces a new strategic framework and assessment process for identifying and prioritising infrastructure projects that support placemaking and planned growth. It provides a more forward looking approach to infrastructure planning and investment.

The infrastructure business plan:

  • sets out how infrastructure priorities are assessed and ranked
  • supports the coordinated delivery of infrastructure needed to enable growth
  • puts forward community infrastructure levy spending recommendations for the year ahead
  • helps ensure funding is directed to projects that deliver the greatest benefit

The infrastructure business plan is a living document and will be reviewed and updated annually. Each update will aim to bring forward new recommendations in advance of the adoption of the new North Yorkshire Local Plan.

The document also puts forward community infrastructure levy spending recommendations for the year. This will be a living document that is reviewed each year, aiming to offer new recommendations every year prior to the new North Yorkshire Local Plan adoption.
