Strategic highways models and assessments

It is important that new development addresses, and mitigates for, its impact on the highway network. To support the development of the emerging Selby area local plan, highways work has been commissioned to identify the impacts of growth on the levels of traffic and congestion, both with and without measures to mitigate it. This has been undertaken in a staged approach based on the progression of the plan and updated information. Details in relation to the baseline and stages 1 and 2 are set out below with further information relating to Stage 3 to follow as part of the next stage of local plan production.

Strategic traffic model - stage 2

Consultants WSP have developed a more detailed strategic traffic model based on further validation and data collection exercises, and the Selby Are Local Plan publication draft proposed growth locations. This resulted in the production of a Transport Forecasting Report in February 2024 to support the Selby Area Revised Publication Draft Consultation (2024).

In August 2022 consultants WSP also provided a Transport Forecasting Report based on the 2022 Selby District Publication Draft Local Plan, this is now superseded by the above.

Highways assessment - stage 1

In January 2021 Consultants WSP provided a Selby strategic model update - stage 1. This identifies the locations where the network is constrained or is likely to become constrained within the local plan period - this work is based on the existing Selby traffic model and provides the transport evidence base for the preferred options draft of the local plan.

Selby district highway assessment: Part A draft baseline study - 2015

This document was produced during the focused engagement consultation (29 June 2015 – 10 August 2015) for PLAN Selby and provided the baseline evidence on strategic traffic flows across the district as of Autumn 2014. This will be used as the foundation for further work to assess the impact of development options in the plan on the highway network.
