Neighbourhood planning

Find out about rights and powers to allow local communities to come together to prepare neighbourhood plans.

You can read the Localism Act on the government website. This introduced a new tier to the planning system, giving local communities greater control over the development of their areas. 

It enables a community, be it a group of residents, employees or businesses, to have a say in where new development should go, what it should look like and also the power to grant planning permission.

Progress on neighbourhood plans

The following neighbourhood plans are shown with their current level of progress. Those neighbourhood plans that are adopted (called made neighbourhood plans) are shown first and then those that have other plans follow after that.

Made (adopted) neighbourhood plans

Appleton Roebuck and Acaster Selby neighbourhood plan

The  Appleton Roebuck and Acaster Selby neighbourhood plan (pdf / 9 MB) was made (adopted) on 7 December 2017. The plan is now part of the development plan for Selby. You can see the Appleton Roebuck and Acaster Selby neighbourhood plan on the parish council's website.

Bradleys Both neighbourhood plan

The  Bradleys Both neighbourhood plan (pdf / 6 MB) was made (adopted) on 22 September 2023. The plan is now part of the development plan for Craven.

Church Fenton neighbourhood plan

The  Church Fenton neighbourhood development plan (pdf / 3 MB) was made (adopted) on 29 September 2021. The plan is now part of the development plan for Selby.

Escrick neighbourhood plan

The  Escrick neighbourhood development plan (pdf / 11 MB) was made (adopted) on 13 December 2022. The plan is now part of the development plan for Selby.  The Escrick design code for the Escrick neighbourhood development plan can be viewed here (pdf / 14 MB).

Gargrave neighbourhood plan

The Gargrave neighbourhood plan was made (adopted) on 8th July 2019. The plan is now part of the development plan for Craven. You can see the Gargrave neighbourhood plan on the parish council's website.

Ingleby Arncliffe neighbourhood plan

The Ingleby Arncliffe neighbourhood plan was made (adopted) on 14 December 2021. The plan is now part of the development plan for Hambleton. You can see the Ingleby Arncliffe neighbourhood plan on the parish council's website.

Otley neighbourhood plan

The Otley neighbourhood plan was made (adopted) on 4 March 2020. The neighbourhood area lies predominantly within the Leeds City Council area but includes two small areas within the Harrogate area of North Yorkshire. The plan is now part of the development plan for the Harrogate area.

Ripon neighbourhood plan

The Ripon neighbourhood plan was made (adopted) on 10 April 2019. The plan is now part of the development plan for the Harrogate area. You can see the plan on our Ripon neighbourhood plan page.

Roecliffe and Westwick neighbourhood plan

The Roecliffe and Westwick neighbourhood plan was made (adopted) on 23 May 2022. The plan is now part of the development plan for the Harrogate area. You can see the plan on our Roecliffe and Westwick neighbourhood plan page.
 

Other neighbourhood plans' progress

Appleton Wiske neighbourhood plan

Appleton Wiske Parish Council applied for the designation of the whole parish as a neighbourhood area on 20 June 2012. The neighbourhood area was designated on 11 September 2012.

Appleton Wiske Parish Council are not currently actively preparing a neighbourhood plan.

Brafferton and Helperby neighbourhood plan

Brafferton and Helperby Steering Group applied for part designation of their parish boundary to be designated as a neighbourhood area on 7 June 2021. The neighbourhood area was designated on 14 September 2021.

Brayton neighbourhood plan

Brayton Parish Council applied for designation of the whole of the parish as a neighbourhood area and this was approved in November 2017.

Bulmer neighbourhood plan

Bulmer Parish Council applied for designation of the whole of the parish as a neighbourhood area and was subsequently designated on 7 September 2023.

Carlton neighbourhood plan

Carlton Parish Council applied for designation of the whole parish as a neighbourhood area on 24 April 2024. The neighbourhood area was designated on 6 June 2024.

Cayton neighbourhood plan

Cayton Parish Council applied for designation of the whole of the parish as a neighbourhood area on 8 June 2016 and was subsequently designated.

Clapham cum Newby neighbourhood plan

Clapham cum Newby Parish Council applied for designation of the whole of the parish as a neighbourhood area and was approved on July 2018.

As the majority of Clapham village is within the Yorkshire Dales National Park, the national park authority is taking the lead in supporting the plan.

Cononley neighbourhood plan

Cononley Parish Council applied for designation of the whole of the parish as a neighbourhood area and was approved on 31 March 2015.

Dishforth neighbourhood plan

Dishforth Parish Council applied for designation of the whole of the parish as a neighbourhood area and was approved on 9 February 2017. In October 2021 we were notified that the parish council is no longer preparing a neighbourhood plan.

Easingwold neighbourhood plan

Easingwold Town Council applied for the designation of the whole parish as a neighbourhood area on 25 March 2014. The neighbourhood area was designated on 15 July 2014.

Easingwold Town Council are not currently actively preparing a neighbourhood plan.

Eastfield neighbourhood plan

Eastfield Town Council applied for designation of the whole of the parish as a neighbourhood area on 12 October 2015 and was subsequently designated.

Filey neighbourhood plan

Filey Town Council applied for designation of the whole of the parish as a neighbourhood area in November 2016 and was subsequently designated.

Hovingham neighbourhood plan

Hovingham Parish Council applied for the designation of the whole of the parish as a neighbourhood area. The neighbourhood area was designated on 5 July 2024.

Huby neighbourhood plan

Huby Parish Council applied for the designation of the whole of the parish as a neighbourhood area on 22 May 2012. The neighbourhood area was designated on 11 September 2012.

Huby Parish Council are not currently actively preparing a neighbourhood plan.

Husthwaite neighbourhood plan

Husthwaite Parish Council applied for their parish to be designated as a neighbourhood area on 9 November 2022. The neighbourhood area was designated on 10 January 2023.

Hutton Rudby, Rudby, Middleton and Skutterskelfe neighbourhood plan

Rudby Parish Council applied for the combined parishes of Hutton Rudby, Middleton on Leven, Rudby and Skutterskelfe as a neighbourhood area in May 2016. The neighbourhood area was designated on 6 September 2016.

Kirkby Malzeard, Laverton and Dallowgill neighbourhood plan

Kirkby Malzeard, Laverton and Dallowgill Parish Council applied for designation of the whole of the parish as a neighbourhood area and was approved on 4 April 2019. 

The Parish Council is consulting on a pre-submission version of their neighbourhood plan. The consultation relates to regulation 14 of the Neighbourhood Planning Regulations 2012. Comments will be used to refine the plan before it is submitted to us. The consultation is taking place from Monday 8 July to Friday 6 September 2024.

Knaresborough neighbourhood plan

Knaresborough Town Council submitted a neighbourhood plan to North Yorkshire Council in July 2023 and Regulation 16 consultation will take place shortly.

Malton and Norton neighbourhood plan

An independent examination of the neighbourhood plan has taken place and concluded that the plan meets the basic conditions, subject to modifications. A referendum was held on 3 October 2024 and following a positive result, the neighbourhood plan has now come into force as part of the statutory development plan and will be used to determine planning applications in the parish.

Masham neighbourhood plan

Masham Parish Council applied for designation of the whole of the parish as a neighbourhood area and was approved on 26 July 2018.

Newby and Scalby neighbourhood plan

Newby and Scalby Town Council applied for designation of the whole of the parish as a neighbourhood area on 20 June 2022 and was subsequently designated.

Pannal and Burn Bridge neighbourhood plan

An independent examination of the neighbourhood plan has taken place and concluded that the plan meets the basic conditions, subject to modifications. Selby neighbourhood plan

Selby Town Council applied for designation of neighbourhood area and was approved on 3 March 20216.

Sherburn in Elmet neighbourhood plan

Sherburn in Elmet Town Council applied for designation of the whole parish as a neighbourhood area on 17 January 2024. The neighbourhood area was designated on 6 June 2024.

Sheriff Hutton neighbourhood plan

Sheriff Hutton Parish Council applied for designation of the whole parish as a neighbourhood area on 14 August 2024. The neighbourhood area was designated on 2 September 2024.

Spofforth with Stockeld neighbourhood plan

Spofforth with Stockeld Parish council applied for designation of the whole of the parish as a neighbourhood area and was approved on 24 January 2018.

Staveley and Copgrove neighbourhood plan

Staveley and Copgrove Parish Council applied for designation of the whole of the parish as a neighbourhood area and was approved in April 2019.

In October 2021 we were notified that the parish council is no longer preparing a neighbourhood plan.

Stokesley neighbourhood plan

Stokesley Town council applied for the designation of the whole of the parish as a neighbourhood area on 23 July 2015. The neighbourhood area was designated on 6 October 2015. 

Stokesley Town Council are not currently actively preparing a neighbourhood plan.

Tadcaster neighbourhood plan

Tadcaster Town Council applied for designation of the whole of the parish as a neighbourhood area and was subsequently designated in May 2020.

Terrington neighbourhood plan

Terrington Parish Council applied for designation of the whole of the parish as a neighbourhood area and was subsequently designated on 18 May 2023.

Ulleskelf Parish Council applied for designation of the whole of the parish as a neighbourhood area and was subsequently designated in February 2017.

Welburn Parish Council applied for designation of the whole of the parish as a neighbourhood area and was subsequently designated on 27 February 2023.

Whitby Town Council applied for designation of the whole of the parish as a neighbourhood area on 25 October 2022 and was subsequently designated.
