West Pier is a vital part of Scarborough’s South Bay, serving both as a working harbour and a popular destination for visitors.
We are proposing to revitalise the pier so it can continue to support local businesses while becoming a more accessible, attractive and sustainable place for everyone to enjoy.
As a key piece of harbour infrastructure, the pier has been exposed to decades of harsh marine conditions. Maintenance alone is no longer enough. Long-term investment is now needed to address structural condition, improve safety and resilience, and meet increasing demands.
Our proposals include restoring and refurbishing historic buildings, bringing them back into active and productive use. Some ageing structures will be replaced with modern, flood resilient buildings designed for commercial use. There will also be new opportunities for businesses, including kiosks and improved public facilities, alongside upgrades to infrastructure at the pier entrance.
The plans will enhance the public realm, creating clearer, safer and more accessible pedestrian routes. While some existing buildings will be demolished to make way for new development, others will be carefully repaired, ensuring Scarborough’s maritime heritage is preserved and celebrated.

Funding is proposed to come from the Government’s Local Regeneration Fund, formerly known as the Towns Fund, alongside investment from our own capital budgets.
