Plan for Neighbourhoods

In March 2025, the government announced that funding will still be allocated to Scarborough as part of a nationwide initiative aimed at driving significant investment in towns across the country.

Now rebranded as the Plan for Neighbourhoods, this programme will channel around £20 million into Scarborough over the next ten years. Additionally, the Plan for Neighbourhoods has been broadened to include the following key themes:

  • cohesion
  • education and opportunity
  • health and wellbeing
  • housing
  • regeneration, high streets and heritage
  • safety and security
  • transport
  • work, productivity and skills

At the centre of this programme will be a Neighbourhood Board, working in partnership with ourselves to drive growth by improving the physical and social infrastructure of the community and deliver tangible improvements to the everyday lives of these communities.  

The board, with ourselves, will be responsible for producing a ten-year Neighbourhood Plan for Scarborough, setting out the activity that will be pursued to achieve the three strategic objectives of the programme:

  • thriving places
  • stronger communities
  • taking back control

Let's Talk Scarborough consultation

In May 2024, we asked you to help shape the Long-Term Plan for Scarborough (now rebranded as the Plan for Neighbourhoods) by taking part in Let’s Talk Scarborough – our consultation on how to invest the £20 million over the next ten years.

There were 1,580 responses to our interactive map survey Let’s Talk Scarborough which shared ideas about what you'd like to see, and where, to improve Scarborough. We also engaged with 1,148 people through 28 pop-ups events and workshops.

More than three-quarters (78 per cent) of all responses refer to three areas in Scarborough: Castle (41 per cent), Northstead (24 per cent) and Weaponess and Ramshill (13 per cent).

Most comments were about ‘appearance and environment’ (36 per cent), ‘things to do’ (21 per cent) or ‘transport’ (13 per cent).

We reviewed the comments made by people taking part in the survey and gave them sub-themes to help to analyse and interpret them.

Of the sub-themes, the two with the highest number of responses were ‘redevelopment’ (219 responses) and ‘the maintenance and upkeep of buildings and places’ (208 responses). The third most popular sub-theme with 156 comments was ‘gardens and green spaces’.

What is next?

We have used the results from Let’s Talk Scarborough, other council consultations along with in person engagement sessions with residents, partners and stakeholders to identify five headline priorities for the community:

Town centre improvements

Residents called for cleaner, more vibrant public spaces, with visible action on vacant units, neglected shopfronts, and improvements to the public realm. 

Safety and anti-social behaviour

There were strong concerns about antisocial behaviour, particularly in the evenings and within the town centre. Residents expressed a need for increased feelings of safety and more visible interventions.

Youth provision

Residents raised significant concerns about the lack of accessible spaces and activities for young people. There were clear calls for free or low-cost opportunities delivered in safe, warm and welcoming environments, where young people can socialise, be active and access support. This was often linked to concerns around antisocial behaviour and the need for positive alternatives. 

Transport and connectivity

Residents highlighted the need for:

  • safer walking and cycling infrastructure
  • more reliable and frequent bus services
  • improved links between different neighbourhoods

Balanced investment

There was a clear desire for facilities, events, and public spaces that meet the needs of both residents and visitors, with investment that supports year-round community use.

Following the government’s recommitment to this funding we are now carrying on the conversation with people in Scarborough to refine which projects to focus this investment on and ensure local voices remain central in the regeneration of the town.
