Anti-social behaviour case review

Request an anti-social behaviour case review if you are a victim of anti-social behaviour who has reported three separate incidents of anti-social behaviour in a six month period.

What is an anti-social behaviour case review?

The anti-social behaviour case review, previously known as a community trigger, is a powerful tool which allows victims to request action if they have reported multiple incidences of anti-social behaviour but are unhappy with the response they received.

The case review should ensure victims:

  • feel heard
  • give them an understanding of what is being done to help them
  • build their confidence in the agencies involved

A case review is not about saying who should be blamed - it is to focus on problem-solving the issue using the expertise of the partner agencies.

The review cannot be used to report general acts of crime, including hate crime.

The review does not replace the complaints procedures of individual organisations, or your opportunity to complain to the Local Government Ombudsman or Independent Police Complaints Commission.

Who can request an anti-social behaviour case review?

You can request a case review if: 

  • you have reported anti-social behaviour to the council, police and/or a registered housing provider three times about separate incidents in the last six months and no effective action has been taken
  • each report has been made within one month of the anti-social behaviour taking place and all incidents reported have taken place in the last six months

Who is classed as a victim?

A victim can be:

  • an individual person
  • a business
  • a community group

A third party can make an application for an anti-social behaviour case review on behalf of a victim, so long as the application is made with their consent. Third parties could be a friend, relative, carer, councillor, Member of Parliament or another professional person. The victim may need to be contacted to establish the facts and the review process will not be able to start until the victim's consent is obtained.

If you decide to request an anti-social behaviour case review you will need to give us the following information:

  • dates of each complaint
  • details of where you complained - name, organisation, and/or Incident Reference Number
  • details about the anti-social behaviour

What happens next

Once you request the anti-social behaviour case review, we will meet with all the relevant agencies to try to resolve the issue. We will:

  • acknowledge your request for action
  • ensure your case is reviewed by a panel of professionals from multiple agencies
  • involve you in the process so that your voice is heard and your experiences are understood
  • let you know of the outcome and a proposed action plan - if that is the outcome

If you wish to appeal the panel's decision, you must do so in writing within 10 workings days of receiving the decision letter. You must state clearly the points that you are appealing.
