Council Tax enforcement agents and bailiffs

What happens if we pass your debt to an enforcement agent for collection.

Enforcement agents, sometimes called bailiffs, are used when we have used up all other methods of recovery.

We may pass your debt to an enforcement agent for collection. This will increase the amount you owe us.

Enforcement agents are instructed to collect the outstanding debt once a liability order has been obtained through the Magistrates Court.

Enforcement agents collect their costs directly from the charge payer. This increases the amount owed. The enforcement agents collecting the debt on our behalf are entitled to add fees in accordance with The Taking Control of Goods (Fees) Regulations 2014.

Enforcement agents stages and fees

Compliance stage

During the compliance stage, the enforcement agent will contact you to collect full payment or agree a suitable payment plan. A £75 fee is charged at this stage.

Enforcement stage

If you do not pay the debt or agree to a suitable payment plan during the compliance stage, an agent will visit your property to collect full payment or start the process of taking control of your goods. These could be sold at auction to clear your debts and any additional fees. 

A minimum fee of £235 is added to the amount you owe once your account moves to the enforcement stage. A further 7.5% will be charged on any debts above £1,500

Sale or disposal stage

A fee of £110 is added to the amount you owe once your account moves to the sale or disposal stage. A further 7.5% will be charged on any debts above £1,500. If the final stage is reached, further fees may apply.

If you have received a letter or visit from an external enforcement agency, you must contact them directly to discuss your arrears. There is no obligation to agree a payment arrangement at this stage, however one may be agreed in exceptional circumstances.
