Council Tax and severe mental impairment

Apply for a Council Tax discount if you or someone you live with has a severe mental impairment.

You might be able to apply for a discount on your Council Tax bill if you or someone you live with has a severe mental impairment to intelligence and social functioning, which appears to be permanent.

These could include:

  • severe and enduring mental health issues
  • Alzheimer's disease, and other forms of dementia
  • severe learning difficulties

A medical professional, such as your doctor, needs to confirm in writing that you are severely mentally impaired. We will contact them and ask them to confirm the diagnosis to us. We will also ask them to confirm a date from which this has applied.

You must also prove your eligibility for one of these benefits:

  • Armed forces independence payment
  • Attendance Allowance
  • Constant Attendance Allowance
  • Disability Living Allowance (higher or middle rate care component)
  • Disability Working Allowance
  • Employment and Support Allowance
  • Income Support (which includes a disability premium)
  • Increase in Disablement pension (due to constant attendance being needed)
  • Personal Independence Payment (standard or enhanced daily living component)
  • Severe Disablement Allowance
  • Unemployability Allowance
  • Unemployability Supplement
  • Universal Credit (including an element for a limited capability for work or limited capability for work and work-related activity)

Apply for Council Tax discount for severe mental impairment

If you qualify as severely mentally impaired

You'll get a 100% discount if you qualify as severely mentally impaired and:

  • you live on your own
  • any other adults in your household either qualify as severely mentally impaired or are full time students

If you live with someone who is severely mentally impaired

You'll get a 25% discount if you live with someone who qualifies as severely mentally impaired and either:

  • there are no other adults in your household
  • everyone else in your home is disregarded
