Tenant involvement in Harrogate

We want to make sure all our tenants and leaseholders feel they are involved and have a say about the housing services they receive.

We make sure our tenants feel involved through a series of tenant panels. They are consulted on a regular basis, especially if changes to the way we do things are being proposed.

Members of our panels are offered assistance with transport to attend meetings, free training and support. 

There are several ways you can get involved.

The housing services and property services panel

This panel works closely with the head of housing and head of property services and councillors to see how the whole housing service - including repairs and maintenance - can be improved for tenants and leaseholders. 

The panel meets quarterly.

The neighbourhood services and housing needs panel

This panel analyses areas including rent, tenancy services, anti-social behaviour and developments in housing allocations, homelessness procedures and temporary accommodation.

The tenants' open forum and all panels' group

The tenants' open forum is a quarterly meeting with housing staff present. It is open to all tenants and leaseholders who are encouraged to raise issues of interest to the wider estate or community where they live.

The all panels' group also meets quarterly. It involves tenants from all our various panels who get together to exchange information, receive presentations from staff and discuss ideas.

The tenants' news editorial panel

The tenants’ news editorial panel helps with the production of our four newsletters a year and the annual housing report. Members make sure the newsletters are relevant to tenants and that they are attractive and interesting.

The panel also helps with proof reading and ensures the content is written in plain English.

The scrutiny group

The scrutiny group is made up of involved tenants who work independently to check and scrutinise different parts of the housing service. It prepares a report to make recommendations for improvement or change and then monitors how those changes or improvements are implemented. Membership of this group varies according to the activity being scrutinised.

Tenant satisfaction report

Between January and March 2022 many of you took part in an important survey. Thank you to everyone who returned their forms and let us know what you thought about our housing services and how we maintain your home. 

The survey was anonymous and carried out by an independent market research company on our behalf - Acuity Research and Practice.

More than 1,700 residents replied and the results are in. 

Here are a few of the key results:

  • almost nine out of 10 tenants are happy with the overall services they receive - 89 per cent
  • 88 per cent of tenants are satisfied with the quality of their home, with a slightly lower rating for the condition of the home  - 84 per cent
  • more than nine out of 10 tenants think their rent offers good value for money although slightly less think their service charge, where this applies, is good value
  • over four-fifths of residents are satisfied with their neighbourhood as a place to live
  • more than eight out of 10 tenants are satisfied with the way the council deals with repairs and maintenance
  • around four out of five tenants feel they get good information from the council about things which affect them - however, only 67 per cent of tenants feel that the council listens to their views and acts upon them - we have clearly got some work to do in this area
  • some leaseholders are clearly less satisfied with the services we provide to them with just under seven out of 10 satisfied with the overall service

Carrying out this survey is just part of the work we do to involve you in developing the way we work. As well as publishing the results of this survey, we will be putting the findings to good use by working with tenants and leaseholders to further improve the services we provide.
