Terms and conditions

Your annual parking permit is issued subject to the terms and conditions of the Richmondshire (Off-Street Parking Places) Order 2009 and subsequent variations. A copy of this order is available for inspection at the Council Offices, Mercury House, Richmond, North Yorkshire.

All vehicles must have a valid road fund licence, insurance policy and MOT certificate (where applicable) to comply with the Road Traffic Acts. No vehicles should be parked in any car park that have been registered as SORN (Statutory Off Road Notification).

No trade or business is to be carried out from a vehicle parked in the car park.

Vehicle engines must be stopped as soon as the vehicle is in position in the parking place and the engine must not be started until the vehicle is about to change position or leave the parking place.

No sleeping, camping or cooking is permitted whilst vehicles are in the parking place.

Whilst vehicles are parked, the use of horns or similar instruments is not permitted except when the vehicle is about to change position or leave the parking space.

Where marked parking bays are provided, all vehicles must park within these marked bays.

Permits will only be issued for vehicles which can fit within a standard parking bay (2.4 by 4.8 metres).

We will accept no liability for the loss, damage or destruction of any vehicle, its contents, or any other property of the owner, driver or passengers, or for any personal injury to the driver or passengers of vehicles whilst in the council's car parks.

The issue of a permit does not necessarily guarantee a parking space.

Lost or damaged permits cannot be replaced. A new charge at the current annual parking permit rate will be applied for replacements.

If you change your vehicle, please complete a change of vehicle online form.
Please keep your original permit to transfer to your new vehicle. If you do not keep your original permit, you will be required to buy a new permit.

Please note when renewing your annual car parking permit, your new permit will commence when your current permit expires. You will be charged at the rate applicable on the date your new permit commences regardless of when purchased.

The permit must be attached to the inside of the front windscreen in an obvious position that does not block or restrict the driver's view. It must be displayed at all times when using the council's pay and display car parks.

Car parks where the permit applies are listed on the back of the permit. Please note that local restrictions may apply and parking charges are between 8am and 6pm, seven days a week.

For examples of types of car parks:

  • the short stay car parks at Victoria Road North and South, Richmond and Mercury house, Richmond have a maximum stay of 2 hours
  • the Fosse car park, Richmond has a maximum stay of 4 consecutive hours on any one day
  • long stay, 10 hour parking is available at the council's long stay car parks at Yorke Square, Round Howe, Nuns Close, Langthwaite, Muker, Hawes, Leyburn (rear of Golden Lion Hotel) and Hildyard Row

Please note that the long stay car park in Station Road is only open for public parking on Saturdays, Sundays and Bank Holidays. It is a private car park at all other times, controlled by a barrier.

No refunds will be given should the permit no longer be required before the expiry date.
