Terms and conditions for parking permits in the Harrogate area

Conditions of use for residential zone, season tickets, guest permits and car park residents permits.

Residential zone and car park residents permits

  • resident parking permits are available only to residents living in certain properties in designated streets. A permit does not guarantee that a space will be available in the area; it only allows a permit holder to occupy a space, if available, with his/her permitted vehicle within a designated resident's zone or a designated car park. Please note that permits are not valid in pay and display or limited waiting bays unless otherwise stated - always check signs when parking
  • permits are not refundable or transferable. One permit will be issued per vehicle, and per application, where the zone permits. The vehicle registration number will be marked on the permit and the permit may only be used for that specific vehicle
  • please note resident permits are not issued at the point of application but are sent out in the post within five working days. Vehicles found not displaying a valid permit whilst parked in a residents parking bay may incur a penalty charge notice, which will have no grounds for cancellation. It is your responsibility to ensure the permit is always current and renewed before the expiry date. If your permit is lost, damaged or stolen you should apply for a replacement permit and cancel the original permit
  • if a permit issued is none vehicle specific and is lost, stolen or damaged, it cannot be replaced until its expiry date
  • it is your responsibility to ensure a valid permit is fixed to the front windscreen and must be readable from outside of the vehicle while the vehicle is parked in the residents parking bays. The permit does not exempt you from complying with other parking restrictions in place. Please ensure that the details on the front of the permit remain legible. If they become unreadable the permit must be returned to us and we will issue a replacement
  • when we do not have an email address, postal reminders are sent but the council is not responsible if postal reminders are not received
  • if you move address you must return the permit for your previous property and submit a new application for your new property
  • an administration charge applies for a change of vehicle or a replacement permit
  • no invoices will be raised for permits. A permit will not be issued until payment is received
  • residential permits are not available for vehicles over three tonnes

Season tickets

  • a season ticket is only valid for use within the car park or street named on it and valid possession of a season ticket does not guarantee that a space will be available within your designated car park/street
  • occasionally a car park may be closed - if this occurs, alternative parking will be offered
  • please note these permits are not issued at the point of application but are sent out in the post within three working days
  • a season ticket is issued for a specific vehicle. If you choose to purchase a season ticket that does not specify a vehicle, the council will not replace that season ticket if it is lost or stolen
  • refunds are only available on full months that remain on a permit
  • an administration charge applies for change of vehicle, for a replacement permit or a refunded permit
  • it is your responsibility to ensure a valid season ticket is fixed to the front windscreen and must be readable from outside of the vehicle. The permit does not exempt you from complying with other parking restrictions. Please ensure that the details on the front of the season ticket remain legible. If they become unreadable the season ticket must be returned to us and we will issue a replacement. If you have a barrier pass for Victoria or Jubilee car parks, you will not receive a paper permit to display and do not need to display anything in your vehicle
  • if you wish to be sent an electronic reminder when a season ticket is due to expire, please ensure that you provide us with an email address on your application
  • it is a season ticket holder's responsibility to ensure their renewal application is submitted at least ten days prior to expiry
  • you can renew your season ticket up to thirty days before the expiry date. The methods to apply are:
    • online - you can apply online and pay for your season ticket using a debit/credit card
    • in person - at the Civic Centre, St Lukes Avenue, Harrogate HG1 2AE - please note we do not issue permits over the counter
  • this does not apply to monthly season tickets which can be renewed 10 days before expiry
  • if you display an out of date season ticket you may receive a penalty charge notice (parking ticket) which will have no grounds for cancellation

Guest permits

  • follow the instructions on the guest permit. Scratch off the date, month and year and write the vehicle registration number in the box provided on the front of the permit
  • the permit is valid until 12 noon the day after the date that the permit has been validated for
  • a guest permit is only valid in the parking zone shown on the front of the permit
  • a guest permit does not guarantee a parking space
  • a guest permit cannot be sold on and all users of a guest permit must be a bona fide visitor to a residential property or hotel/bed and breakfast establishment
  • please do not over order permits since no refunds or replacements will be given
