The Highway Development Service (HDS) offers Section 278 design and construction services to our land promoters and developers community within North Yorkshire Council.

The Highway Development Service can help developers to plan, design and deliver highways-related improvements for new development projects, through Section 278 design and construction services. Working alongside the planning process, it can assist with projects from an early feasibility stage through to design and construction and finally to road adoption.

We can:

  • prepare preliminary and detailed design drawings for highway works
  • secure technical approval from the Local Highway Authority (LHA) outside of planning process, removing statutory response timescales. 

Following approval, we can also:

  • help to secure S278 agreement
  • assist with the preparation of contract documents and help with contractor procurement
  • provide NEC Project Management and supervision of your site throughout construction stage
  • completion of full construction of your project using our internal/partner organisation, NY Highways

Highway Development Service (Section 278 design and construction service) 

The Highway Development Service offers Section 278 design and construction services to our land promoters and developers community within North Yorkshire Council. We can assist with projects from an early feasibility stage, through to design and construction, and finally to road adoption.

Highway Development Service is a ‘one stop shop’ service that removes the burden from developers of finding separate professional services consultants and subcontractors for feasibility surveys, road designs and associated technical approvals, as well as construction. A dedicated Highway Development Service officer will undertake all liaison between the designers, the Local Highway Authority and Project Manager/Supervisor/Contractor throughout the life cycle of the project, saving time and money for the land promoter or developer.

All feasibility studies and preliminary designs are completed and charged on a time charged basis, with a quotation of expected fees is provided in advance of any works commencement. 

After the successful completion of initial surveys, Highway Development Service streamline the Technical Approval process of detailed design drawings by:

  1. ensuring drawings are approved by Local Highway Authority outside of planning process, removing statutory response timescales
  2. preparing road safety audits and implementing the results, giving the certainty of the appropriateness of the scheme
  3. completing detailed design on a target cost % of the estimated construction value

We can organise and complete any further surveys or reports requested from consultees as part of planning application process, should they be required.

These could include:

  • arboricultural reports
  • geotechnical surveys
  • topographical surveys
  • road safety audits
  • transport assessments and travel plans

We also provide enhanced NEC Project Management and Supervision, guaranteeing the quality of the construction works delivered and removing this responsibility from developers. 

Through our internal organisations, NY Highways and Align Property Partners, we can enter into a S278 agreement with land promoters and supervise completion of construction stage of your project in a timely manner, and to the Local Highway Authority satisfaction so the roads can be offered for adoption.
