The proposed change is to arrange education via Pupil Referral Units (PRU)/Academy Alternative Provision (AAP) that currently support secondary aged pupils. This approach aligns with national guidance and our wider SEND transformation programme.

What is this consultation about?
This consultation is about proposed changes to the way education is provided for primary-aged children who have been permanently excluded. It includes a move from in-house tutoring to commissioned services delivered in pupil referral-based units.

This option is a relatively standard education arrangement and is used in most local council areas. It would build upon the existing arrangements for secondary aged children across the county.
Why are these changes being proposed?
The council are responsible for arranging education for children who are excluded from school. This proposal is to ensure the council meets its duties. Primary permanent exclusions have risen sharply over the past three years. We need to arrange a suitable model to educate the children in their local areas.

What are the timescales?
The consultation will close on 9 November. Once the consultation has closed, we will review all of the responses and prepare a report for councillors. They will consider the feedback on the proposed changes and make decisions on 16th December 2025 about implementing the proposals. If the proposed implementation is agreed by councillors, we will begin to undertake the necessary steps to change the designation of PRU/AAP and begin implementation.
This change is part of a wider transformation to ensure services are sustainable, inclusive, and responsive to local needs.
