Intranet - Equality impact assessment (EIA)

Equality Impact Assessments (EIAs) are public documents. EIAs accompanying reports going to County Councillors for decisions are published with the committee papers on our website and are available in hard copy at the relevant meeting. To help people to find completed EIAs we also publish them in the Equality and Diversity section of our website. This will help people to see for themselves how we have paid due regard in order to meet statutory requirements.

Proposal being screened

3568 Intranet – implementation of a Day 1 NYC intranet platform

Officer(s) carrying out screening

Anne-Louise Arkle (Sponsor)

Rebecca Barber (PM)

What are you proposing to do?

A new overarching NYC intranet holding core corporate and transformed content, which directs employees to their original District or County sites for service or non-transformed information.

The new intranet platform will be built in accordance with accessibility guidance and will be tested prior to go live and at regular intervals once live.

Create a new intranet on Sharepoint Online through a phased approach:

  • Phase 1: New intranet platform created with Day 1 Must Have and transformed content accessible by all staff (for Day 1)
  • Phase 2a: migration/archiving of all relevant legacy content and decommissioning of legacy intranets (post Day 1)
  • Phase 2b: creation of service-based Teams channels for service specific content (post Day 1)

Why are you proposing this? What are the desired outcomes?

Single front door to corporate and Day 1 must have information for all staff required.  Platform may change (Sharepoint) but staff access points will be as-is.  Staff will also be able to access non-transformed information on existing districts sites where applicable

Does the proposal involve a significant commitment or removal of resources? Please give details.

No

Impact on people with any of the following protected characteristics as defined by the Equality Act 2010, or our additional agreed characteristics.

As part of this assessment, please consider the following questions:

  • to what extent is this service used by particular groups of people with protected characteristics?
  • does the proposal relate to functions that previous consultation has identified as important?
  • do different groups have different needs or experiences in the area the proposal relates to?

If for any characteristic it is considered that there is likely to be an adverse impact or you have ticked ‘don’t know/no info available’, then a full EIA should be carried out where this is proportionate. Seek advice through your workstream lead if you are in any doubt.

No. The staff of the new unitary authority will need a single access point to transformed corporate information from Day 3.

Non-transformed and service info will remain as-is on district intranet platforms with direct links from new intranet platform for district staff.
